NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

In accordance with Section 551.127, NOTICE is hereby given that a physical quorum, including the presiding officer/member, will be present at the specified meeting location.  Some members of the governing body and/or government officials may participate via videoconference.

All members of the Court were present during the roll call, except Commissioner David Fuentes and Commissioner Everardo "Ever" Villarreal.

Community Service Director, Jaime Longoria, read the Proclamation declaring May 2024 as Community Action Month and recognizing Community Action 60th Anniversary for inspiring a spirit of hope, creating opportunities for millions of people to be part of the American Dream, and improving communities. Mr. Longoria expressed his gratitude towards his staff and everyone that participates with Community Action. Ramona Casas, with Project ARISE, City of Donna Chief David Simmons, Hidalgo County Sheriff's Office Captain, Steven Cortez, City of Mercedes Advisory Board Member, Armando Dominguez, and Fern McClaugherty, with the OWLS, all expressed their gratitude towards Mr. Jaime Longoria and the Community Service Agency for all the support they bring to the community.

Arrow Foster Parent Recruiter, Karen de La Garza, came before the Court to express her gratitude for the Proclamation recognizing May 2024 as National Foster Care Month. 

Commissioner Eduardo "Eddie" Cantu stated that this was the first Court in the history of HIdalgo County that directly supported foster care, and reiterated their support in the future.

DHR Representative, Irene Lara, came before the Court to express her gratitude for the Proclamation recognizing May 2024 as National Stroke Awareness Month. Comprehensive Stroke Center Medical Director, Dr. Patricia Fernandez, extended her gratitude towards the Court for joining forces for raising stroke awareness.

On motion by COMMISSIONER PCT. 4, ELLIE TORRES, seconded by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, the Court made a UNANIMOUS vote of approval on agenda item 5.D.

Vote: 3 - 0 – Unanimously

Pattie Rosenlud, with Easterseals RGV,  Chris Ramirez, with the Hidalgo County WIC, and Esther Carrizalez with the Lactation Care Center, came before the Court to express their gratitude for the Proclamation declaring May as Maternal Mental Health Month and for the opportunity of creating awareness.

County Executive Officer, Valde Guerra, stated that there was four public participants.

Open Forum participant, Fern McClaugherty came before the Court to express her concerns on the completion of the new Courthouse construction and the property taxes.

Participant Graciela Reinaga, with la LUPE, came before the Court to request assistance with the installation of public lighting for Los Naranjos Phase II subdivision.

Pct. No.1 Assistant Chief of Staff, Pepe Cabeza de Vaca, came before the Court to extend an invitation for the National Bike & Hike Safety Month celebration this Saturday May 18, 2024.

La LUPE Organizer, Marco Lopez, came before the Court to encourage the Commissioners to create an initiative to advocate against SB4.

Discussion and possible action to approve an Order ratifying the prior action of the Court on April 5, 2016, approving an Amended and Restated Interlocal Agreement as to McAllen Reinvestment Zone No. 1 and clarifying the County's participation in said reinvestment zone. Public participant, Fern McClaugherty came before the Court to request clarification on why the County was a participant of the Interlocal Agreement and why they stopped participating. Judge Cortez, stated that this was an action taken on April 5, 2016 where the City of McAllen exchanged property in order to be able to build the Texas A&M Center, and that his was just a ratification of the action taken back on April 5. 2016. 

On motion by COMMISSIONER PCT. 4, ELLIE TORRES, seconded by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, the Court made a UNANIMOUS vote of approval on agenda item 7.A.

Participant, Fern McClaugherty came before the Court to request a description of what this pertains to. Mr. Valde Guerra stated that this was just a reconciliation of the current positions under the ARPA Project, and that there was a need to revise that list. Mr. Guerra added that they were eliminating some positions and updating the supplemental pay on three positions in order to finalize the ARPA Project.
