BE IT REMEMBERED, that on this 19th day of November A.D., 2024, there was begun and held a SPECIAL MEETING of the Honorable Commissioners’ Court of Hidalgo County, Texas, wherein the following members thereof were present, to-wit:

NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:
In accordance with Section 551.127, NOTICE is hereby given that a physical quorum, including the presiding officer/member, will be present at the specified meeting location. Some members of the governing body and/or government officials may participate via videoconference.

Judge Richard F. Cortez called the meeting to order at 2:02 P.M.
All members of the Court were present during the roll call, except Commissioner Everardo "Ever" Villarreal and Commissioner Ellie Torres.
Commissioner Everardo "Ever" Villarreal and Commissioner Ellie Torres were absent from this meeting.
Judge Richard F. Cortez called the meeting to order at 2:02 P.M.
All members of the Court were present during the roll call, except Commissioner Everardo "Ever" Villarreal and Commissioner Ellie Torres.

Precinct No. 1., Commissioner David Fuentes, led the Court in the reciting of the Pledge of Allegiance.

Precinct No. 2., Commissioner Eduardo "Eddie" Cantu offered the prayer.

Open Forum Participant and Presiding Judge of the Ballot Board of 2024, Laurel McLeaish, came before the Court to commend the Elections Department's Staff under the leadership of Ms. Hilda A. Salinas. Ms. McLeaish recognized the outstanding work of Melissa Alvarez and Josh Martinez. Furthermore, Ms. McLeaish suggested the Court raise the pay of the poll workers and the Ballot Board.
Participant, Elizabeth Hernandez, came before the Court and presented herself as she stated that she was requested to appear, however, it was determined that she was at the wrong location. Ms. Hernandez was directed to the correct department.
Open Forum Participant and Presiding Judge of the Ballot Board of 2024, Laurel McLeaish, came before the Court to commend the Elections Department's Staff under the leadership of Ms. Hilda A. Elections Administrator Hilda Salinas provided the Court with an update on the November 5, 2024, General Election. Ms. Salinas also expressed her gratitude to all the County Departments that assisted in administering this election, specifically the Elections Department's Staff.
Judge Richard F. Cortez and Commissioner David Fuentes recognized Ms. Salinas for her arduous work and dedication to the November 5, 2024, General Election.
No action was taken on Agenda Item 5.A.1.
2. Official canvassing of Elections Results for the November 5, 2024 General Election as per Texas Election Code Section 67.003. (Audio Reference 06m:54s)
Elections Administrator, Hilda Salinas, presented and certified the official election results for the November 5, 2024, General Election.
The Court proceeded with a vote of approval for Agenda Item 5.A.2.
On motion by COMMISSIONER PCT. 1, DAVID FUENTES, seconded by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, the Court made a UNANIMOUS vote of approval on agenda item 5.A.2.

County Executive Officer Valde Guerra recognized Ms. Hilda Salinas for her diligence during the November 5, 2024, General Election. Mr. Guerra praised Ms. Salinas for constantly communicating with the Executive Office regarding the county-wide polling places ensuring that everything worked accordingly.
