NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Valde Guerra stated that a Public Participation Form was submitted by Fern McClaugherty for agenda items 7.A., 7.B., 7.C., and 7.D.

Isaac Sulemana requested the Court to conduct a public hearing to consider the proposed creation of Hidalgo County Emergency Service District No. 5 pursuant to Chapter 775 of the Texas Health and Safety Code.

Judge Richard Cortez opened a public hearing at 10:42 A.M. Krystine Ramon, with law firm Coveler and Peeler, P.C., shared details regarding the creation of an Emergency Service District. Judge Cortez highlighted the inequity in Hidalgo County, noting that Precinct No. 3 currently lacks its own emergency service district, unlike other areas of the county. The other precincts fund their own emergency services through taxes, while the rest of the county, including Precinct No. 3, relies on these funds. The judge emphasized that this situation is unfair, as the county is shouldering the cost of services for Precinct No. 3. He further explained that if an election passes to create a service district for Precinct No. 3, the inequity would be resolved, and each precinct would be responsible for its own emergency service expenses.

Fern McClaugherty inquired with the Court about the number of calls the other districts have received since their formation and how many calls Precinct 3 is expected to require. Mr. Valde Guerra explained that Hidalgo County does not have that information, as the districts operate independently from the county. Therefore, such information would need to be requested directly from the respective district. Commissioner Cantu added that Hidalgo County is currently covering the costs of emergency ambulance services. Judge Cortez closed the public hearing at 10:47 A.M.

Isaac Sulemana requested the Court to conduct a public hearing to consider the proposed creation of Hidalgo County Emergency Service District No. 6 pursuant to Chapter 775 of the Texas Health and Safety Code. Krystine Ramon, with law firm Coveler and Peeler, P.C., stated that Emergency Service District No. 6 would provide fire protection only. Ms. Ramon shared details about the proposed creation of Hidalgo County Emergency Service District No. 6.

Judge Richard Cortez opened a public hearing at 10:50 A.M. Fern McClaugherty inquired about which fire department would serve Emergency Service District No. 6. Isaac Sulemana explained that the goal is to establish a funding source to contract with municipal fire departments for coverage in unincorporated areas as needed. Judge Cortez added that the county aims to align the cost of services with the people receiving them, as current funding comes from across the entire county, creating inequities. He emphasized that the proposal asks local taxpayers to fund and manage their own services.

Judge Cortez closed the public hearing at 10:52 A.M.

In addition to an incorporated Hidalgo County Precinct 3, Hidalgo County Emergency Service District No. 5 will include the municipal boundaries and extraterritorial jurisdiction of the City of Alton, La Joya, Mission, and Palmhurst.
