BE IT REMEMBERED, that on this 2nd day of September A.D., 2025, there was begun and held a WORKSHOP of the Honorable Commissioners’ Court of Hidalgo County, Texas, wherein the following members thereof were present, to-wit:

NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a WORKSHOP of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

In accordance with Section 551.127, NOTICE is hereby given that a physical quorum, including the presiding officer/member, will be present at the specified meeting location. Some members of the governing body and/or government officials may participate via videoconference.

Judge Richard F. Cortez called the meeting to order at 11:01 A.M.

All members of the Court were present for roll call.

Discussion on 2026 Budget (Audio Reference 1h:27m:48s)

Dagoberto Soto Jr., Budget & Management Director, presented Workshop #1 on the 2026 Budget process, which included an overview of the General Fund and the Road & Bridge Fund.

Commissioners discussed funding priorities for the precincts and county services. Commissioner Villarreal highlighted the need for additional funds for road and bridge improvements, noting that while tools and labor are available, materials and equipment funding is insufficient. Commissioner Cantu recommended conducting an efficiency study of the jail to help manage costs, and Commissioner Fuentes proposed allocating funds for spay and neuter clinics.Commissioner Cantu asked about the Precinct 3 Road & Bridge budget from last year compared to the current year, and Mr. Soto clarified that it was close to one million dollars, with an additional five million allocated for projects on top of the five million received.

Commissioner Villarreal exited the meeting and was not present for the remainder of the workshop.

Judge Richard F. Cortez adjourned the meeting with a vote of approval at 11:32 A.M.

On motion by COMMISSIONER PCT. 4, ELLIE TORRES, seconded by COMMISSIONER PCT. 1, DAVID FUENTES, the Court made a UNANIMOUS vote of approval to adjourn the meeting.

Vote: 4 - 0 - Unanimously
There being no further business to come before said

Court, the meetings of the Commissioners Court and the

Drainage District #1 Board are now hereby adjourned.
