BE IT REMEMBERED, that on this 16th day of September A.D., 2025, there was begun and held a WORKSHOP of the Honorable Commissioners’ Court of Hidalgo County, Texas, wherein the following members thereof were present, to-wit:

NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a WORKSHOP of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

In accordance with Section 551.127, NOTICE is hereby given that a physical quorum, including the presiding officer/member, will be present at the specified meeting location. Some members of the governing body and/or government officials may participate via videoconference.

Judge Richard F. Cortez called the workshop to order at 11:00 A.M. All members of the Court were present for roll call.

Discussion on 2026 Budget (Audio Reference 1h:27m:47s)

Mr. Dago Soto, from the Department of Budget and Management, provided a recap of the proposed 2026 Budget and an overview of net changes since the first workshop. The projected general fund totals $344 million, with $222 million allocated for personnel costs. Mr. Soto highlighted the inclusion of a 5% Cost of Living Adjustment for 2026, noting that this adjustment accounts for nearly half of the total net salary increases. The assigned fund balance of $42 million is designated to support IT initiatives and facility upgrades. The County expects to close the fiscal year with approximately $63.5 million.

Judge Richard F. Cortez adjourned the meeting with a vote of approval at 11:13 A.M.

On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 3, EVERARDO “EVER” VILLARREAL, the Court made a UNANIMOUS vote of approval to adjourn the meeting.

Vote: 5 - 0 - Unanimously

The Court proceeded back to the regular Commissioners Court meeting - Agenda Item 24.B.
There being no further business to come before said

Court, the meetings of the Commissioners Court and the

Drainage District #1 Board are now hereby adjourned.
