BE IT REMEMBERED, that on this 9th day of December A.D., 2025, there was begun and held a WORKSHOP of the Honorable Commissioners’ Court of Hidalgo County, Texas, wherein the following members thereof were present, to-wit:

NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a WORKSHOP of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

In accordance with Section 551.127, NOTICE is hereby given that a physical quorum, including the presiding officer/member, will be present at the specified meeting location. Some members of the governing body and/or government officials may participate via videoconference.

Judge Richard F. Cortez called the meeting to order at 11:00 A.M.

All members of the Court were present for roll call except for Commissioner Ellie Torres. Commissioner Ellie Torres joined the meeting at a later time.

Presentation and additional information by Frontier Health, for the proposed provision of services of Direct Primary Care Services for All Hidalgo County Employees (Audio Reference 1h:16m:22s)

Commissioner Torres joined the meeting at this time.
 
Mr. Joe Wilson, Executive Vice President of Growth and Government Affairs for Frontier Direct Care, provided a presentation regarding premium options and the provision of direct primary care services. He encouraged the inclusion of Frontier Direct Care among the entities supported under the County’s Interlocal Agreement, similar to the CSA, Head Start, the Drainage District, and the Appraisal District.
 
Judge Cortez expressed concerns regarding the cost per employee. He noted that while the proposed participation includes Head Start, the CSA, the Drainage District, and the Appraisal District, the Appraisal District and Drainage District would be responsible for their respective costs. As a result, the General Fund would only be impacted by Head Start and the CSA. Judge Cortez stated that participation is being considered to avoid outlining the additional costs the County would incur should these entities not participate in the plan.
 
Commissioner Cantu stated that the County’s goal is to control healthcare costs while supporting improved health outcomes for all employees.
 
Commissioner Fuentes emphasized the need for employee outreach to educate participants on the benefits of the Frontier Direct Care network, noting that projected savings would not be realized without employee participation. He also encouraged coordination with the Human Resources Department to promote preventive care and early treatment to help avoid catastrophic healthcare costs.
 
Mr. Wilson responded that Frontier Direct Care’s annual strategy for County employees includes outreach efforts such as health fairs, screenings, laboratory services, and care navigation services, including access to specialized care. He stated that these services are designed to promote preventive care and help manage downstream healthcare costs, including catastrophic claims.

Judge Richard F. Cortez adjourned the meeting with a vote of approval at 11:10 A.M.

On motion by COMMISSIONER PCT. 3, EVERARDO “EVER” VILLARREAL, seconded by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, the Court made a UNANIMOUS vote of approval to adjourn the meeting.

Vote: 5 - 0 - Unanimously

The Court proceeded back to the regular Commissioners Court agenda.
There being no further business to come before said

Court, the meetings of the Commissioners Court and the

Drainage District #1 Board are now hereby adjourned.
