NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a WORKSHOP of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:
In accordance with Section 551.127, NOTICE is hereby given that a physical quorum, including the presiding officer/member, will be present at the specified meeting location. Some members of the governing body and/or government officials may participate via videoconference.

Discussion on 2027 Budget Status Report (Audio Reference 00m:23s)
Mr. Dagoberto Soto, Director of Budget and Management, presented the 2027 Budget Status Report.
Commissioner Torres joined the meeting at this time.
Mr. Soto stated that the report provided an update on the current status of the budget, primarily focusing on the General Fund. He presented a comparison of the total budget requests submitted to the Budget and Management Department, totaling approximately $435 million, with the Department’s current recommended amount of approximately $425 million. He noted that approximately $10 million in requests remained under review.
Mr. Soto stated that, based on the current figures, the General Fund was projected to have a shortfall of approximately $7.7 million, which would impact the unassigned fund balance. However, the unassigned fund balance would remain above the minimum requirement of 15% of daily operating expenditures. He also noted that he was proposing the use of property tax revenue based on the No-New-Revenue (NNR) tax rate, which would result in a difference of approximately $3.7 million.
Mr. Valde Guerra added that the filing deadline was September 16, 2026.

On motion by COMMISSIONER PCT. 3, “EVER” VILLARREAL, seconded by COMMISSIONER PCT. 1, DAVID FUENTES, the Court made a UNANIMOUS vote of approval to adjourn the workshop.

The Court proceeded to the regular Commissioner’s Court Agenda – Item 15.
Judge Richard F. Cortez adjourned the workshop with a vote of approval at 11:05 A.M.
On motion by COMMISSIONER PCT. 3, “EVER” VILLARREAL, seconded by COMMISSIONER PCT. 1, DAVID FUENTES, the Court made a UNANIMOUS vote of approval to adjourn the workshop.
