Approval of Amendment No. 2 to the Agreement between Gila County, on behalf of the Probation Department, and Graduation Solutions, LLC, for Use of Facilities located at 112 West Cedar Lane, Payson.
Background Information
The Probation Department runs the Route-87 Community Teen Center at 112 West Cedar Lane in Payson. The County created it as a resource center for programs serving high school-age youth, including justice-involved teens.
On May 9, 2024, Gila County and Graduation Solutions, LLC entered into an Agreement letting Graduation Solutions use the teen center's computer room for its Dropout Recovery Program. The program gives Gila County youth who have left high school a way to earn a high school diploma. Under the Agreement:

The program gives Gila County youth who have left high school a way to earn a high school diploma. Under the Agreement:
- The County provides access to the computer room during the agreed hours, currently Tuesdays and Thursdays from 9:00 a.m. to 12:00 p.m. The parties can change these hours by mutual written agreement.
- The Probation Department maintains the building's utilities, internet, security, and cleanliness.
- Graduation Solutions provides the staff, mentors, teachers, curriculum, and student devices. Its staff at the site must hold a valid Arizona fingerprint clearance card.
Evaluation
The Probation Department wants to exercise the second of three (3) renewal options. Amendment No. 2 renews the Agreement for one (1) year from May 9, 2026, through May 8, 2027. All other terms stay the same.
No money changes hands under the Agreement. Graduation Solutions pays the County nothing for the space, and the County pays Graduation Solutions nothing. The Agreement's current protections for the County remain in effect:
The original Agreement and Amendment No. 1 were signed by the County Manager. Because the Agreement gives a private entity use of a County facility, Amendment No. 2 is being brought to the Board for approval.
