Approval of Amendment No. 1 to Contract No. CTR061840-GC2 with The S J Anderson Company, utilizing Arizona State Procurement Cooperative Contract No. CTR061840, for the Rally Around the Flags Project, to extend the contract term through December 31, 2026.

On May 19, 2026, the Board of Supervisors approved Contract No. CTR061840-GC2 with The S J Anderson Company, utilizing Arizona State Procurement Cooperative Contract No. CTR061840, for construction services for the Rally Around the Flags Project at the Tommie Cline Martin (TCM) Complex in Payson. The project scope includes procurement and installation of nine (9) flagpoles with reinforced concrete foundations, pole-mounted lighting fixtures, associated electrical infrastructure, Americans with Disabilities Act (ADA) access, and related site improvements.

The agenda item presented a reduced baseline contract amount of $272,325.18. During discussion, the Board approved the full project scope with maximum compensation not to exceed $333,546.98. Of that amount, $272,325.18 is funded from the County Lottery Fund, and the remaining balance is funded from Supervisor Christensen's constituent funds. The contract became effective June 2, 2026, with a term through September 1, 2026, in alignment with the underlying Arizona State Procurement Cooperative contract.

Construction of the project has been delayed by late delivery of materials. On August 25, 2026, before the contract expired, Facilities and Land Management asked to extend the term. Amendment No. 1 extends the contract term through December 31, 2026, to give the Contractor enough time to finish the remaining construction work according to the approved plans and specifications. The project scope and maximum compensation remain unchanged.

Approval of Amendment No. 1 to Contract No. CTR061840-GC2 will extend the contract term through December 31, 2026, so the Rally Around the Flags Project can be completed. There is no modification to the maximum compensation of $333,546.98.
