Adoption of Pleasant Valley Veterans Retreat (PVVR) Fee Schedule

Background Information

The PVVR was developed to provide a peaceful and functional environment for veterans, service organizations, and community partners to host programming, events, and rest-oriented activities.

On August 18, 2025, a proposed fee structure outlining both a full cost recovery model and a reduced cost recovery option was presented to the Board of Supervisors for review and discussion. After discussing the topic, the Board of Supervisors provided direction to the Facilities and Land Management Department Director.

The purpose of this fee structure is to ensure that the facility remains financially sustainable while preserving accessibility for those who benefit most from its intended mission.

Evaluation

Following Board direction and community feedback, the Facilities and Land Management Department refined the proposed approach to emphasize affordability and inclusion. The reduced cost recovery model provides a balanced framework that offsets operational costs, including utilities, maintenance, and staffing, while maintaining continued access to the facility at manageable rates for veterans and service-oriented groups.

This model aligns with the County’s commitment to both fiscal responsibility and public service, maintaining the PVVR as a valuable and well-utilized community asset.

Conclusion

Adoption of the reduced cost recovery fee schedule ensures that the PVVR remains accessible, sustainable, and mission-focused. The fee structure provides a consistent foundation for facility operations while supporting long-term stewardship of County resources. This approach reflects the Board’s recommendation to proceed with the lower recovery option, establishing a fair and transparent basis for future reservations and programming.
