Gila County Community Action Program (CAP) Advisory Board Appointment and Reappointment

Background Information

The Gila County CAP Advisory Board consists of 9 members of which 3 members represent the public sector and are appointed by the Board of Supervisors (BOS); 3 members represent low-income citizens and they are elected by the citizens of a specific geographic low-income area and acknowledged by the Board of Supervisors; and 3 members represent the private sector and they are appointed by the CAP Advisory Board and acknowledged by the Board of Superviosors.  There are several vacancies on the CAP Advisory Board.

The Board of Supervisors appointed Savannah Barajas to this Board on May 21, 2024, for the term of office that ran through December 31, 2024.  Ms. Barajas served approximately 7 months and she represented the public sector.  For the current four-year term that began on January 1, 2025, and runs through December 31, 2028, there has been a vacancy for a year because an agenda item was not submitted to the Board of Supervisors to have Ms. Barajas reappointed for another four-year term. This request is to fill the vacancy that has existed for a year. It is being reflected that Ms. Barajas-Marcanti (formerly Ms. Barajas) is a new appointment; however, the member list does show that she previously served 7 months on this Board.

The Board of Supervisors appointed Dorine Prine to this Board on June 21, 2022, for the term of office that began on January 1, 2022, and ends on December 31, 2025.  Ms. Prine also represents the public sector.  As of December 31, 2025, she has served 3 years and 6 months on this Board.

Evaluation

Ms. Barajas-Marcanti is willing to serve another term of office.  The term of office began on January 1, 2025, and it runs through December 31, 2028. Her term will be effective beginning January 1, 2026, through December 31, 2028.

Ms. Prine is willing to serve another term of office.  Her term will begin on January 1, 2026, and it runs through December 31, 2029.

It is very difficult to get people to serve on governing boards, so the Board of Supervisors very much appreciates that Ms. Barajas-Marcanti and Ms. Prine are willing to give their time to serve on this Board.

Conclusion

It would be a benefit to the County to have Ms. Barajas-Marcanti and Ms. Prine continue to serve on the Gila County CAP Advisory Board.

The Board of Supervisors needs to consider appointing Ms. Barajas-Marcanti to be effective on January 1, 2026, through December 31, 20228 for the term of office that began on January 1, 2025, through December 31, 2028. (This will be treated as a new appointment because Ms. Barajas-Marcanti did not serve in 2025.)

The Board of Supervisors needs to consider reappointing Ms. Prine for the term of office beginning on January 1, 2026, through December 31, 2029.

Recommendation

It is recommended that the Board of Supervisors appoint Ms. Barajas-Marcanti and and reappoint Ms. Prine to the Gila County CAP Advisory Board.

Suggested Motion

Approval to appoint and reappoint the following individuals to the Gila County Community Action Program Advisory Board: Appoint Savannah Barajas-Marcanti for the term of office beginning on January 1, 2026, through December 31, 2028; and reappoint Dorine Prine for the term of office beginning on January 1, 2026, through December 31, 2029.
