SUMMARY
Create mid-year CIP project 60081 to advance the replacement of Unit 788, a Solid Waste rear loader, and related budget transfer. The current design does not meet business needs.
Recommendation
Approve the creation of a new CIP project to replace Unit 788 and related budget transfer. (Heather Saunders, Acting Deputy Public Works Director)
FISCAL IMPACT
Establish CIP Project 60081 Solid Waste Rear Loader Replacement in the amount of $450,000. Project 60081 will cover all costs related to the purchase and upfit of this mid-year replacement. Funding for this project will be from the solid waste fund, which has a current estimated available fund balance of $1.8 million. All proceeds from the sale or trade-in of the existing vehicle will be deposited into the solid waste fund.
BACKGROUND AND PREVIOUS ACTIONS
Unit 788 is a 2016 Freightliner rear loader and is currently planned for replacement in the Fleet Asset Management Plan in FY2027. This rear loader is smaller in size and capacity (20 yard capacity compared with 32 yard capacity for the rest of the rear loaders) and was designed for bulk trash collection in the alleys in historic Goodyear.
On August 27, 2018, Council adopted Ordinance 2018-1401 amending Chapter 10 (Health and Sanitation) which allowed the city to transition all sanitation services curbside and discontinue collection of bulk trash from the alleys. This change in city code made this vehicle no longer viable for current business needs.

STAFF ANALYSIS
There are currently three (3) rear loaders in service for the three (3) bulk crews. If one of the rear loaders is out of service for repairs or scheduled maintenance, Unit 788 is used as a spare, but its smaller size makes it inefficient. This can slow down the work of the bulk crews, create additional workload, and can delay the completion of the route.
Because of the smaller size and capacity, Unit 788 is not useful in the collection of bulk trash. Having a spare rear loader that is the same size as the others allows for continuity of service and schedule. Unit 788 will be sold at auction and the proceeds from the auction will be deposited into the solid waste fund.
This request is proposed mid-year due to an estimated delivery time of up to 18 months. The availability of three full-time crews is imperative and a spare vehicle is critical to our ability to maintain our level of service.
