SUBJECT: UNITED STATES SECRET SERVICE MEMORANDUM OF UNDERSTANDING WITH CITY OF GOODYEAR TO PARTICIPATE IN THE CYBER FRAUD TASK FORCE

SUMMARY

The memorandum of understanding (MOU) with the United States Secret Service allows the city of Goodyear Police Department to partner with the Secret Service cyber fraud task force in the area of digital forensics.

Recommendation

Authorize the City Manager or designee to execute the memorandum of understanding with the United States Secret Service regarding Cyber Fraud Task Force joint operations. (Santiago Rodriguez, Chief of Police)

FISCAL IMPACT

The Police Department's current FY2022 base budget covers the detective's position. The City of Goodyear Police Department may request reimbursement for overtime cost directly related to work performed by the Goodyear Police Department detective assisting the U.S. Secret Service's Cyber Fraud Task Force. Reimbursement is contingent upon availability of funds allocated to the U.S. Secret Service. 

BACKGROUND AND PREVIOUS ACTIONS

The United States Secret Service Cyber Investigation's division was created with the intent to protect the nation's financial infrastructure through investigation of complex cyber-enabled financial crimes. The Cyber Fraud Task Forces are the partnership between the Secret Service and local law enforcement agencies to combat cybercrime through prevention, detection, mitigation and investigation. The Cyber Fraud Task Force was formed in 2010, with fourteen agencies state wide currently participating.

STAFF ANALYSIS

The City's participation in the U.S. Secret Service Cyber Fraud Task Force allows both the local and federal agencies to share resources, intelligence information, and expertise in the area of cyber crime.  The task force agreement allows the Goodyear Police Department to participate in the task force and assign an officer to assist with the task force as needed.  

The City's participation in the task force also allows the Department to receive training and equipment provided by the task force.  These resources will allow the Department to further develop its digital forensics and cyber crime capabilities.  By growing these capabilities, the Department can better serve the community through phone and computer examinations to assist with solving crimes.

Staff is seeking approval of the MOU between the U.S. Secret Service and the City of Goodyear.
