SUBJECT: CREATION OF THE GENERAL PLAN COMMITTEE TO ASSIST IN THE DEVELOPMENT OF THE GENERAL PLAN UPDATE

SUMMARY

Arizona law requires each municipality in the State to adopt a comprehensive, long-range general plan for the development of the municipality, with such general plan effective for up to 10 years. With the adoption of the City’s current General Plan in 2014, it is now time for the City of Goodyear to begin the process to update the General Plan. The establishment of the General Plan Committee, comprised of citizen and stakeholder volunteers operating under the authority of the proposed by-laws, will facilitate the creation of a General Plan update that reflects the community’s values and priorities.

Recommendation

ADOPT RESOLUTION NO. 2022-2240 ESTABLISHING A GENERAL PLAN COMMITTEE TO ASSIST IN THE DEVELOPMENT OF THE GENERAL PLAN UPDATE; PROVIDING FOR TERMINATION OF THE GENERAL PLAN COMMITTEE UPON THE COMPLETION OF THE GENERAL PLAN UPDATE; ADOPTING BY-LAWS FOR THE GENERAL PLAN COMMITTEE; AUTHORIZING STAFF TO TAKE ALL ACTIONS NECESSARY TO CARRY OUT THE INTENT OF THE RESOLUTION AND BY-LAWS; AND ESTABLISHING AN EFFECTIVE DATE. FISCAL IMPACT

There is no direct budget impact associated with the adoption of this Resolution. Funding for tasks associated with the General Plan update has been approved for this fiscal year.
 

BACKGROUND AND PREVIOUS ACTIONS

Arizona law requires each municipality in the State to adopt a comprehensive, long-range general plan for the development of the municipality (ARS 9-461.05). The General Plan is effective for up to 10 years. The City’s current General Plan was ratified by voters on November 4, 2014. Therefore, a new General Plan must be adopted/updated by the City and ratified by voters prior to November 2024.

Pursuant to State law, the General Plan shall include the municipality’s goals and development policies. It shall also include maps, any necessary diagrams and text setting forth objectives, policies and standards, and a set of required elements dependent on population.

A General Plan is intended to represent a comprehensive and long-range statement of a community’s values and priorities for the development of the community. As such, effective public participation is critical to the process of creating or updating a General Plan.
 

STAFF ANALYSIS

Pursuant to State law, it is time for the City of Goodyear to adopt an update to the General Plan. The establishment of the General Plan Committee, a group of citizen and stakeholder volunteers operating under the authority of the proposed by-laws, will facilitate the creation of a General Plan update that reflects the community’s values and priorities. The by-laws charge the committee with providing advice to City staff, the Planning and Zoning Commission and City Council on matters related to the creation of the General Plan. To facilitate the Committee’s work, and to encourage additional public participation, the proposed by-laws authorize the Committee to create ad-hoc and/or sub-committees that are comprised of members of the General Plan Committee and/or individuals recruited for a specific sub-committee and/or ad-hoc committee.

Under the proposed by-laws, the General Plan Committee will consist of up to 15 members and two alternates appointed by the City Council. The alternates would be entitled to participate but not vote. If a vacancy on the Committee should occur, then one of the alternates would be appointed as a voting member. To ensure that the Goodyear General Plan reflects the community’s values, the proposed by-laws require that 12 of the 15 members and a majority of all sub-committees and/or ad-hoc committee members must be Goodyear residents. The members that are not Goodyear residents must meet certain criteria, which are intended to ensure that the members have a long-term commitment to the community (i.e. a non-resident who owns and operates a business in Goodyear).
