A map of dedication to dedicate the right-of-way required to construct approximately 3 feet of South Litchfield Road extended west from its current location at 3 locations to accommodate right turn deceleration lanes.

Approve the Map of Dedication for JDA Commerce Center, subject to stipulations. (Steve Scinto, Deputy Director of Development Engineering)

1. Prior to recordation of the Map of Dedication, Owner shall provide a current title report, and the Map of Dedication shall be updated to reflect any ownership changes or liens shown therein.
2. Any technical corrections to the Map of Dedication required by the City Engineer shall be made prior to the recordation of the Map of Dedication.

Although a fiscal impact analysis has not been conducted on this specific project, all new development will have an ongoing fiscal impact on the City. The development is responsible for construction of all infrastructure necessary to serve the site and will generate one-time revenue for the City through payment of permits, construction sales tax and development impact fees. Longer term fiscal impacts include increased demands for municipal services, the costs of which may or may not be offset by increased property values/tax levies, city sales tax, state shared revenues and the increased demand for commercial and retail development. Any areas that will be maintained by the city are constructed by the developer and then conveyed to the city two years after construction.

The Minor Land Division for Goodyear Commerceplex (now JDA Commerce Center) was approved by City Staff and recorded on February 26th, 2021. 

The right of way included within the Map of Dedication for JDA Commerce Center is needed for the development the property as it provides necessary right of way to construct right turn lanes into the property driveways to access the property.
