SUMMARY
A minor land division combining approximately 5.743 acres into 1 lot on property zoned PFD (Public Facilities District) located South of W. Lower Buckeye Road and West of S. 173rd Avenue.
Recommendation
Approve the Minor Land Division for Goodyear Site 12 combining approximately 5.743 acres into 1 lot on property zoned PDF (Public Facilities District) located South of W. Lower Buckeye Road and West of S. 173rd Avenue. (Steve Scinto, Deputy Director of Development Engineering)
STIPULATIONS
Prior to recordation of the Minor Land Division, a permanent Drainage Easement for private, existing storm sewer shall be submitted in a form acceptable and approved by the City Attorney or his designee. The easement shall be recorded by the City upon execution and the recording information shall be provided on the Minor Land Division prior to its recording.
Any technical corrections to the Minor Land Division required by the City Engineer shall be made prior to the recordation of the Minor Land Division.
FISCAL IMPACT
Although a fiscal impact analysis has not been conducted on this specific project, all new development will have an ongoing fiscal impact on the city. The development is responsible for construction of infrastructure necessary to serve the site and will generate one-time revenue for the city through payment of permits, construction sales tax and development impact fees. Longer term fiscal impacts include increased demands for municipal services, the costs of which may or may not be offset by increased property values/tax levies, city sales tax, state shared revenues and the increased demand for commercial and retail development. Any areas that will be maintained by the city are constructed by the developer and then conveyed to the city two years after construction.
BACKGROUND AND PREVIOUS ACTIONS
The city acquired 3.257 acres of property on December 19, 1990 (MCR 1991 008611), which has been used for the operation of certain city water utility facilities. To accommodate the installation of additional water utility facilities, the city acquired an additional 2.486 acres of property in September 2017 (MCR 2017 0662232). (collectively the 3.257 acres and eh 2.486 acres is referred to as the “Property”) The Property was rezoned on July 9, 2018, Ordinance No. 2018-1394. The site plan for COG Water Campus No. 12 Expansion was administratively approved on November 16, 2018. The proposed minor land division will consolidate the two parcels acquired by the city into one lot.
STAFF ANALYSIS
A minor land division does not typically require approval from the City Council. However, this minor land division incorporates declarations for easements, and therefore requires Council approval. The minor land division is consistent with the technical requirements of the city’s subdivision regulations and engineering standards, and provides for the orderly development of the property by identifying the required infrastructure needed to serve the development and declaring required rights-of-way and easements.
