SUMMARY
Request City Council to approve additional expenditure of funds in the amount of $198,900 for a total of $2,228,900, for construction of a new growth-related waterline on Litchfield Road identified in the 2016 IWMP and related budget amendments.
Recommendation
Approve increased expenditure of funds up to $2,228,900 for construction of new water main in Litchfield Road between Yuma Road and Van Buren Street (Project 60045) and related budget amendments. (Barbara Chappell, Deputy Public Works Director; Lisa Melton, Senior Project Manager)
FISCAL IMPACT
The Litchfield Road Waterline (Project 60045) has an approved project budget of $2,230,800 in the FY2022 Capital Improvement Program funded through development impact fees and water operating funds. The construction improvements require an additional $198,900 due to changes in field conditions resulting in additional work. The project has $39,800 in available funds and a budget amendment of $159,100 is requested from unallocated fund balances to make up the difference.
BACKGROUND AND PREVIOUS ACTIONS
Per City of Goodyear Resolution 08-1255, all expenditures of budgeted funds in excess of $500,000 must obtain Council approval.
STAFF ANALYSIS
On 9/13/2021, Council approved the expenditure up to $2,030,000 for this new waterline to support growth along the Litchfield Road corridor. During the course of construction, unforeseen conditions, changes in field conditions, and additional work resulted in increased project costs. Changes in field conditions included unmarked/abandoned utility delays, removal of cement base course under roadway causing hard dig conditions, and additional fittings and materials for changes discovered in the field for customer services. The changes ensure a comprehensive system for residences and businesses along Litchfield Road. Additional funds are requested to cover the additional construction costs.
