Approve the Intergovernmental Agreement to allow Goodyear Police Officers to work events at the State Farm Stadium in an off-duty capacity.

Approve and authorize the City Manager or designee to execute the Intergovernmental Agreement (IGA) between the Arizona Department of Public Safety (DPS) and the city of Goodyear for Goodyear police officers to work off-duty at events occurring at State Farm Stadium. There is no fiscal impact to the city of Goodyear.  During events at the Stadium, assigned officers are considered temporary employees of DPS for compensation and insurance coverage purposes.

The IGA will provide additional off-duty opportunities to Goodyear police officers while assisting DPS to fulfill their need for additional law enforcement officers to work security at Stadium events.  The AZDPS maintains similar agreements with other law enforcement agencies across the valley.  This IGA provides an avenue for the Goodyear Police Department to further strengthen joint operations and relationships not only with DPS but also with other participating cities.  In 2009, the city of Goodyear and the city of Glendale entered into a three-year IGA for security and law enforcement at the stadium.  The IGA was renewed in 2012 for an additional three-year term which terminated in 2018.  Subsequently, DPS accepted responsibility for law enforcement coordination efforts associated with the Stadium and the city of Goodyear entered into a contract with DPS.  

Off Duty work is permitted, with written approval, per Goodyear Police Department policy as long as it does not interfere with the employee's performance or responsibilities to the Department.  Goodyear PD recommends approval of the IGA to remain a partner with the DPS.
