SUBJECT: AMENDMENT NUMBER ONE TO THE INTERGOVERNMENTAL AGREEMENT WITH THE STATE OF ARIZONA FOR THE INSTALLATION OF INTELLIGENT TRANSPORTATION SYSTEM EQUIPMENT AT THE TRAFFIC MANAGEMENT CENTER AND ESTRELLA/PEBBLECREEK PARKWAY FROM MC 85 TO INDIAN SCHOOL ROAD (PROJECT #42031)

SUMMARY

Amending Intergovernmental Agreement (IGA 20-0007784-I) with the Arizona Department of Transportation (ADOT) that provided funding for the purchase and installation of Intelligent Transportation System (ITS) Equipment at the City of Goodyear Traffic Management Center (TMC) and along Estrella/PebbleCreek Parkway from MC 85 to Indian School Road to reflect increased federal funding for the project.

Recommendation

Approve Amendment One to the Intergovernmental Agreement, IGA 20-0007784-I, A.G. Contract No. P0012020001510 with the Arizona Department of Transportation Project Location/Name: Estrella/Pebble Creek Pkwy. (Hugh Bigalk, P.E., City Traffic Engineer)

FISCAL IMPACT

The original project cost, consisting of ADOT Plan Review, design and construction is illustrated below in Table 1.  It included a total federal funding contribution from the Maricopa Association of Governments (MAG) of $1,553,875 and matching city funds in the amount of $129,925, for a total project cost of $1,683,800.

Since the original IGA was executed, the estimated construction costs increased from $1,647,800 to $2,099,824.  The City requested and on January 26, 2022, MAG Regional Council approved additional federal funds in the amount of $401,963 with an additional City Match of $24,296 and on March 23, 2022, MAG Regional Council approved additional federal funds in the amount of $24,296 with an additional City Match of $1,469.  The total additional federal funding available for the project is $426,259 Based on the revised estimate and the additional federal funding awarded for the project, the construction costs will be funded with $1,980,134 in federal funds and $119,690 (5.7% of $2,099,824) in city funds.  The net result of the increase in the estimated construction costs and the additional federal funding is the city’s match obligation for the construction phase of the project has increased from $93,925 to $119,690.  To date, the City has paid ADOT a total of $520,184 towards the costs of the project ($93,925 + $426,259).  (The City has not paid its additional match of $25,765 ($24,296 + $1,469)).  Accordingly, the City will receive a reimbursement of $400,494 ($520,184 – $119,690).
 

BACKGROUND AND PREVIOUS ACTIONS

On November 16th, 2020 (CAR #2020-7041), the city entered into an IGA with the State of Arizona for the installation of ITS equipment at the city’s TMC and along Estrella/PebbleCreek Parkway from MC 85 to Indian School Road.

STAFF ANALYSIS

Since the original IGA was executed in the fall of 2020, the estimated construction costs increased from $1,647,900 to $2,099,824.  Amendment One amends the cost estimate and modifies the original IGA to reflect the additional federal and city funding for the project.
