SUMMARY

Request City Council to approve the expenditure of funds up to $4,100,900 for Project #60046 construction of new waterline and services in the Historic Goodyear neighborhood to replace aging infrastructure to address fire flow issues in the area.

Recommendation

FISCAL IMPACT

Project #60046 has a total project budget of $6,908,300 funded by water rates. Phase 1 of this project began in FY2022 under GMP#1 with B&F Contracting. This action will authorize all remaining funds to complete this project under GMP#2 as well as other related expenses. GMP#2 has been negotiated and is ready for execution. The FY2023 Capital Improvement Program has an available budget of $4,100,900 in water operating funds for this project (60046).

BACKGROUND AND PREVIOUS ACTIONS

Per City of Goodyear Resolution 08-1255, all expenditures of budgeted funds in excess of $500,000 must obtain Council approval. On May 2, 2022, Council approved the expenditure of FY2022 funds in the amount of $2,573,854.91 for this project.

STAFF ANALYSIS

This project is necessary to replace aging infrastructure and provide fire protection system enhancements in the Historic Goodyear neighborhood. The improvements in this community will relocate distribution and service infrastructure from alleys to the main roadways and will increase fire hydrant coverage. The waterline was installed in the 1960’s and replacement will increase reliability and redundancy for the historic area of Goodyear. Construction funding spans two fiscal years, and this expenditure request is for the final phase of improvements.
