SUMMARY

Recommendation

Approve the creation of CIP project 60109 Goodyear Water Reclamation Facility Expansion and authorize related budget amendments. (Javier Setovich, Public Works Director)

FISCAL IMPACT

The initial budget for CIP Project 60109 Goodyear Water Reclamation Facility (GWRF) Expansion is $2.0 million. This will provide funding for the initial study and development of the basis of design for the full project build out which is currently planned in FY2027 of the CIP. Funding for this project is currently available in the North Wastewater Development Impact Fee Fund. Based upon the results of this project future funding for the remainder of the project design and construction will be included in the appropriate years of the Capital Improvement Program to be developed for the Fiscal Year 2024 budget cycle.

BACKGROUND AND PREVIOUS ACTIONS

This project was identified in the 2016 IWMP and scheduled to begin in FY2025. The project is currently included in FY2027 of the Capital Improvement Program based upon anticipated growth and the anticipated reduction of flows due to the removal of up to 1.8 MGD of brine, freeing up capacity in this facility. Brine is a by-product of the potable water treatment process in some of the city’s groundwater sites. A solution for treating the brine is moving forward in partnership with APS. This solution is expected to be in place by the end of calendar year 2024.

STAFF ANALYSIS

Recently, the City began working with Liberty Utilities to provide temporary capacity to their system in order to ensure that they can continue to issue willingness to serve letters for development until their new water reclamation facility is online in the third quarter of calendar year 2024. The potential commitment of capacity to Liberty, combined with the projected increased flows associated with our own commitments to provide future wastewater service to upcoming developments has expedited our need to begin planning and design of our expansion. 

Wastewater Reclamation Facilities are required to begin design when actual flows reach 80% of capacity and to be under construction when actual flows reach 90% of capacity. The GYWRF has seen peaks of incoming flows above 80% during the hottest parts of the year when groundwater production increases the flow of incoming brine. The City has worked with regulatory agencies on the current timing of design and construction which incorporates our strategy accounting for the upcoming reduction of brine flows in late 2024. With the level of growth experienced in recent years, upcoming city commitments to serve plus the additional flows expected from Liberty, make it prudent to start the planning and design of this expansion earlier than currently programmed.

The first phase of the design process will produce a basis of design and design concept report that will explore various options, determine the desired technology, layout, buildout capacity, potential phasing, cost and timing. Later phases of design will continue from these first conclusions. Construction will follow as recommended by the design concept report.
