SUMMARY
A request to authorize the expenditure of design funds for Estrella Parkway, Vineyard Avenue to MC85 (Estrella Bridge) project.
Recommendation
To authorize the expenditure of funds for the Estrella Bridge project in an amount not to exceed $3,700,000. (Hugh Bigalk, City Traffic Engineer; Troy Scott, Senior Project Manager)
FISCAL IMPACT
The project is currently budgeted and programmed in the FY2023-27 Capital Improvement Program with a total project budget of $59,540,000 and an estimated completion date of June, 2027.
BACKGROUND AND PREVIOUS ACTIONS
Scope of project: Add 2.02 lane miles to expand intersection, street and bridge to provide two through lanes in each direction on Estrella Parkway from MC 85 to Vineyard Avenue.
Project elements: roadway improvements, bridge and foundations, pedestrian and bicycle amenities, lighting, drainage, utility relocation, ROW acquisition, environmental clearance, etc. Project may seek partial federal funding.

STAFF ANALYSIS
Staff received four submittals from consultant firms on March 29, 2022, in response to the posted request for qualifications. The submittals were reviewed and ranked by a scoring committee consisting of representatives of several different City departments. As a result of that review process, staff selected Kimley-Horn (KH) as the design firm with the best qualifications for the project. Staff completed negotiations of scope and fee with KH for use in the final contract. The final negotiated design service cost is below the FY23 Capital Improvement Program budgeted amount, and within the FY23 CIP performance schedule. With Council approval of this authorization of funds not to exceed $3,700,000 staff anticipates having Kimley-Horn under contract and giving a notice to proceed by the end of September.
