SUMMARY
Approval of an expenditure up to $1,151,500 for the purchase and installation of a replacement generator and controls at the Booster 11 Pump Station.
Recommendation

FISCAL IMPACT
The Booster 11 Generator Replacement CIP Project (60047) was approved by Council in the Capital Improvement Plan with a project budget of $1,920,200 in Water operating funds. $351,446 has already been allocated for the design phase. We are currently requesting approval for $800,000 for the construction phase for replacing the generator, electrical gear, and controls at the Bullard Water Campus and Booster 11 Pump Station.
BACKGROUND AND PREVIOUS ACTIONS
Per City of Goodyear Resolution No. 2008-1255, all expenditures of budgeted funds in excess of $500,000 must obtain Council approval. The city has developed and approved a Capital Improvement Program for FY2023 through FY2027. The existing generator, electrical gear and controls are planned to be completed in FY2023 per this plan.
STAFF ANALYSIS
Per the approved CIP, the existing generator is to be replaced and electrical gear upsized so that the Bullard Water Campus and Booster 11 Pump Station can operate at full treatment and pumping capacities during power outages at those sites. These enhanced operational and equipment upgrades along with new controls will increase the reliability of the Bullard Water Campus. The Surface Water Treatment Plant has become the fulcrum of our water supply, but groundwater facilities like Bullard continue to play a crucial role in the delivery of water to our residents.
