SUMMARY
Intergovernmental Agreement (IGA 22-0008633-I) with the Arizona Department of Transportation (ADOT) establishing responsibility for funding, purchasing and installation of the Intelligent Transportation System (ITS) Equipment along Yuma Road from Sarival Avenue to 143rd Avenue.
Recommendation
Approve and authorize the Mayor or designee to execute Intergovernmental Agreement, IGA 22-0008633-I, A.G. Contract No. P0012022001118 with the Arizona Department of Transportation, establishing responsibility for funding, purchasing and installing Intelligent Transportation System Equipment along Yuma Road from Sarival Avenue to 143rd Avenue. FISCAL IMPACT
The original project cost consisting of ADOT Plan Review, design and procurement is illustrated below in Table 1. It includes a total federal funding contribution from the Maricopa Association of Governments (MAG) of $209,818 and city funds in the amount of $53,182 for a total project cost of $263,000.

BACKGROUND AND PREVIOUS ACTIONS
Staff presented this project as part of the Transportation Priorities to Council (AI-660) at the work session on March 21, 2022. The project was added to the FY2023-27 CIP as project number 42067.
STAFF ANALYSIS
In August 2021, the MAG issued a call for qualified ITS Projects. The City submitted four projects for consideration and they were selected to proceed using Congestion Mitigation and Air Quality (CMAQ) funds. MAG Regional Council approved the projects in January 2022.
The project will replace existing outdated traffic signal controllers, video detection equipment and vehicle travel time hardware at five intersections along Yuma Road. The new traffic signal controllers and video detection systems will modernize traffic signals in the city by providing enhanced performance and diagnostic information to the City’s Traffic Management Center (TMC). Installation of the vehicle travel time hardware will allow TMC staff to measure performance of the coordinated arterial roadways, report their performance, and evaluate/adjust traffic signal coordination based on how traffic is moving along Yuma Road.
Payment of $30,000 for Project Development Administration (PDA) costs plus the City’s matching funds of $12,682 for equipment costs are due to ADOT 30 days after execution of the IGA. Design of the project will be performed by City of Goodyear staff and the environmental documentation will be performed by a consultant which is estimated to cost $10,500. The city will coordinate with ADOT during the procurement of the equipment. All equipment will be installed by city staff and reimbursed by ADOT for the federal fund contribution for the project. The project is scheduled to take place in FY2023 with an estimated cost of $263,000, which includes $209,818 of federal funding which will be reimbursed by ADOT. Completion of the project is anticipated to be completed by April 2024. If the PDA costs or overall project costs exceed the initial estimates, the city will be responsible for any additional costs above the initial estimates. The total project cost does not include city labor to install equipment.
