SUMMARY

Establish the project responsibility for funding, purchasing and installing Intelligent Transportation System (ITS) Equipment along Cotton Lane from Yuma Road to Lilac Street, solely with the City of Goodyear.

Recommendation

Approve establishing the project responsibility for purchasing and installing ITS equipment along Cotton Lane from Yuma Road to Lilac Street, solely with the City of Goodyear, and authorize required budget amendments. FISCAL IMPACT

The original project cost consisting of Arizona Department of Transportation (ADOT) plan review, design and procurement included a total federal funding contribution from the Maricopa Association of Governments (MAG) of $87,228 and City funds in the amount of $45,772 for total project cost of $133,000. The proposed change in project responsibility would shift all the funding to the City of Goodyear with a revised total project cost of $92,200. Federal requirements including ADOT plan review, procurement and environmental review will not be required. Equipment will be procured and installed by city staff.

BACKGROUND AND PREVIOUS ACTIONS

In August 2021, MAG issued a call for qualified ITS Projects. The City submitted four projects in total for consideration, and they were all selected to proceed using available FY2024 Congestion Mitigation and Air Quality (CMAQ) funds. MAG Regional Council then approved all four of these projects including this specific Cotton Lane project in January 2022. Staff then recently presented an Intergovernmental Agreement (IGA 22-0008636-I) with the ADOT establishing responsibility for federal funding, local match requirement, purchasing and installation of the ITS equipment along Cotton Lane from Yuma Road to Lilac Street utilizing the federal funds at the October 24, 2022 Council meeting. During this meeting, concern arose about the length of time the use of federal funds placed upon the project and that perhaps use of City funds instead could accelerate the procurement and installation of the much needed ITS equipment on this important corridor.

STAFF ANALYSIS

This project will replace existing outdated traffic signal controllers, video detection equipment and vehicle travel time hardware at three intersections along Cotton Lane. The new traffic signal controllers and video detection systems will modernize traffic signals in the city by providing enhanced performance and diagnostic information to the City's Traffic Management Center (TMC). Installation of the vehicle travel time hardware will allow TMC staff to measure performance of the coordinated arterial roadway, report performance, and evaluate/adjust traffic signal coordination based on how traffic is moving along Cotton Lane. City of Goodyear staff will purchase the project equipment consisting of three (3) Ethernet switches, three (3) traffic signal controllers, one (1) vehicle detection system, and three (3) travel time hardware readers. There is no design required and installation of the equipment can begin as soon as it is received from the vendor(s) and is anticipated to be completed by 08/31/2023. For comparison, under the MAG grant award and following the ADOT federal process, the project was required to have a design phase and was estimated to be completed by 03/31/2024.
