SUMMARY

Approve an expenditure up to $650,000 for replacement of water distribution system valves in the Estrella Mountain community along Elliot Road from Estrella Parkway to San Gabriel.

Recommendation

Approve expenditure of funds up to $650,000 for the replacement of water line valves within the Estrella Mountain community as part of the department’s asset replacement program. (Leonard Scheid, Water & Wastewater Superintendent)

FISCAL IMPACT

The Estrella Mountain Valve Replacement Project (60092) was approved by Council in the Capital Improvement Plan with a budget of $650,000. A task order contract will be awarded to B & F Contracting for this project in the amount of $527,223.49 with all additional budget authority available for unforeseen items related to the project.
 

BACKGROUND AND PREVIOUS ACTIONS

Per City of Goodyear Resolution 08-1255, all expenditures of budgeted funds in excess of $500,000 must obtain Council approval. The city has developed and approved a Capital Improvement Program for FY2023 through FY2027. This project is the second year in a multi-year plan to replace up to 62 valves within Estrella Mountain parcels 73, 74, 75 and 76 along Elliot Road from Estrella Parkway to San Gabriel.

STAFF ANALYSIS

This CIP project will replace many of the original water line valves within the first section of the Estrella Mountain community. Completion of the project will ensure reliable isolation of sections of the water distribution system to facilitate main line repairs and new developer connections within Estrella Mountain.
