SUMMARY
Adopt the Home Arizona resolution, committing the city to continue working on solving the housing shortage.
Recommendation
ADOPT RESOLUTION NO. 2022-2284 RESOLVING TO ASSIST HOME ARIZONA IN SOLVING THE HOUSING SHORTAGE (Christopher Baker, Development Services Director)
FISCAL IMPACT
There is no change to current financial policies nor direct budget impact associated with the approval of this resolution.
BACKGROUND AND PREVIOUS ACTIONS
Home Arizona is a local nonprofit founded by Arizona business leaders to address the growing housing shortage in Arizona.
Council received a presentation by Home Arizona on the current state of the Greater Phoenix Housing Market on April 4, 2022. Home Arizona is seeking general commitments from local municipalities on measures intended to address this shortage, including recognition of the housing shortage and the importance of a pro-housing policy to successful economic development; general commitments to working with stakeholders on developing solutions to the housing shortage, general commitments to improving processes and providing adequate staffing to expedite the development process.
STAFF ANALYSIS
Staff recommends the adoption of Resolution 2022-2284 because it basically reaffirms the city’s approach to development.
The city council has long recognized the importance of roof-tops to economic development and city staff have a history of working collaboratively with stakeholders on finding solutions to allow continued development within the city. To that end, the city council has supported initiatives to enhance and expedite development services and approved increased staffing requested to support the development process. Development Services has been committed to Continuous Improvement since 2014, incorporating LEAN systems into various parts of the department. Throughout the years, review times, ease of applications and collaboration with developers have been a priority within the department. Within the current fiscal year, a Business Analyst position was approved specifically to work on Continuous Improvement within the Development Services department. This position has recently been filled. The City Manager or designee will be reporting to Council on specific changes and improvements implemented.
