SUMMARY
Request City Council approval of the expenditure of design funds for the Brine Disposal Improvement project in an amount not to exceed $1,909,140.
Recommendation
Approve expenditure of funds up to $1,909,140 for the design of the Brine Disposal Improvement Project #60034. (Steve Scinto, Interim Deputy Public Works Director; Jose Murillo, Utilities Engineer)
FISCAL IMPACT
The FY2023 Capital Improvement Program has an available design budget of $2,171,035 in wastewater bonds and wastewater operating funds for this project (60034).
BACKGROUND AND PREVIOUS ACTIONS
Per City of Goodyear Resolution 08-1255, all expenditures of budgeted funds in excess of $500,000 must obtain Council approval.
On July 18, 2022, a multi-party agreement with the City of Goodyear (City), Palo Verde Nuclear Power Station (PVNPS), and the City of Buckeye (Buckeye) was approved by Council. This agreement includes the acceptance of the City’s brackish water into the PVNPS’ water reclamation supply system. The fulfillment of this agreement will have positive impacts on the efficiency, capacity, and overall rating of the Goodyear Water Reclamation Facility.

STAFF ANALYSIS
The water treatment facilities at Bullard Water Campus and Site 12 produce a concentrated brine byproduct as part of the treatment process. At peak production, the Bullard Water Campus generates 1 Million Gallons per Day (MGD) and Site 12 generates 0.6 MGD. The current brine management process sends 1.6 MGD of brackish water/brine to the Goodyear Water Reclamation Facility for treatment.
The design of the Brine Disposal Improvement project will develop plans and specifications for a pipe network to manage the brine and convey it to an outfall leading to the PVNPS reclamation system.
