SUMMARY
This request is to apply revisions to Policies 100, 200, 400, and 500 within the city of Goodyear Policy and Administrative Guidelines Manual. Details of the recommended policy changes are listed under Background and Previous Actions.

ADOPT RESOLUTION NO. 2023-2311 AMENDING “POLICY 100 POSITION CLASSIFICATION,” “POLICY 200 EMPLOYEE COMPENSATION,” “POLICY 400 PERFORMANCE APPRAISAL,” AND “POLICY 500 STAFF ORIENTATION, TRAINING, DEVELOPMENT, EDUCATION AND TUITION REIMBURSEMENT” AS AN AMENDMENT TO THE “CITY OF GOODYEAR POLICY AND ADMINISTRATIVE GUIDELINES MANUAL.” (Vicki Lackey, Human Resources Deputy Director)

There is no fiscal impact associated with these policy amendments.
BACKGROUND AND PREVIOUS ACTIONS
Human Resources continually reviews and revises policy and guidelines to reflect the most recent labor law changes, implement best practices, and to enhance wording or provide clarity to our manual. To better align with City of Goodyear Policy and Administrative Guideline Policy 1 - Employee Policy Administration & Acknowledgment (see chart for policy vs. guideline distinction), several detailed process items were moved from Policy 200 to Guideline 210.

STAFF ANALYSIS
The following are a list of the policies and the changes incorporated:
- Policy 100 – Position Classification
- Language clean up removing Human Resources Manager as reviewer and listing Human Resources in general as reviewer and removal of reference to the Job Evaluation Team which no longer exists.
- Policy 200 – Employee Compensation
- Starting Salary, Promotion, Reclassification, and Demotion – moved detailed process regarding determining where salary is placed within the range to Guideline 210.
- Temporary re-assignment, Shift Differential, Longevity Pay, Bilingual Pay, Assignment Pay, Overtime, Stand-by, Call-out – moved detailed process to Guideline 210.
- Policy 400 – Performance Appraisal
- Language clean up to reflect policy name change to Coaching Reviews and addition of core values.
- Policy 500 – Staff Orientation, Training, Development, Education, and Tuition Reimbursement
- Language clean up to reflect policy name change to Employee Development and reference to Tuition Assistance in the body of policy instead of Tuition Reimbursement.
