RECOMMENDATION
Authorize the expenditure of funds for the McDowell Roadway Widening project in an amount not to exceed $1,724,500. (Hugh Bigalk, City Traffic Engineer; Troy Scott, Senior Project Manager Engineering)
FISCAL IMPACT
The project is currently budgeted and programmed in the FY2023 Capital Improvement Program.
BACKGROUND AND PREVIOUS ACTIONS
The project consists of designing improvements to an approximately 1.1-mile-long section of McDowell Rd. from Litchfield Road to Dysart Road, including the intersection of Litchfield Road & McDowell Road. The proposed improvements widen the eastbound and westbound lanes to provide one additional travel lane in each direction. Reconstruction will include pavement and streetlight removal, modification to existing medians with landscaping, including curb and gutter, landscaping restoration and irrigation, concrete sidewalks, assessment of roadway infrastructure for drainage improvements, signage and pavement markings, new streetlights, bus bay shelter(s), and traffic signal modifications.
This project was approved by Council as part of the FY2023-27 CIP 5-year plan.

STAFF ANALYSIS
Staff received four prospective consultant responses to a project request for qualifications in February 2023. Submittals were evaluated by a scoring committee consisting of representatives from several different City departments. Following evaluation staff selected Kimley-Horn as the design firm with the best qualifications for the project. Staff completed negotiations of scope, schedule, and fee with Kimley-Horn for use in the final contract. The final negotiated design service cost is within the FY2023 CIP design budget and within the FY2023 CIP performance period. With Council consent of this authorization of funds not to exceed $1,724,500, staff anticipates having Kimley-Horn under contract and issuing a notice to proceed by the end of May 2023.
