SUBJECT: INTERGOVERNMENTAL AGREEMENT WITH MARICOPA COUNTY FOR INDIAN SCHOOL ROAD & PERRYVILLE ROAD INTERSECTION IMPROVEMENTS

SUMMARY

This Intergovernmental Agreement (IGA) identifies the responsibilities for Goodyear and Maricopa County for intersection improvements at the intersection of Indian School Road & Perryville Road, which includes the installation of a traffic signal.

RECOMMENDATION

ADOPT RESOLUTION NO. 2023-2313 APPROVING AN INTERGOVERNMENTAL AGREEMENT WITH MARICOPA COUNTY FOR INDIAN SCHOOL ROAD AND PERRYVILLE ROAD INTERSECTION IMPROVEMENTS, PROVIDING AUTHORIZATION, DIRECTION, AND AN EFFECTIVE DATE. (Hugh Bigalk, P.E., City Traffic Engineer)

FISCAL IMPACT

The total project budget for the design, Right of Way acquisition, and construction of intersection improvements, including a traffic signal at the intersection of Indian School Road & Perryville Road is estimated at $1,343,600, with Goodyear responsible for 50% and Maricopa County responsible for 50%.  This results in a city share of $671,800 and a county share of $671,800.  The breakdown of the project costs are illustrated below in Table 1.

This project is programmed in the city’s Capital Improvement Plan (CIP) with design in FY2022-25, Right of Way acquisition in FY2023-25, and construction in FY2025-26.

At the start of construction, Goodyear will invoice Maricopa County for its share of the project costs. If the project costs should change from the amounts listed in Table 1, the costs or savings will be split evenly between Goodyear and Maricopa County.

BACKGROUND AND PREVIOUS ACTIONS

The intersection was originally proposed and approved in the FY2019 CIP as project C4200012 and was cancelled due to proposed developer and utility projects that conflicted with the project. It was reintroduced and approved in FY2022 CIP as project 42040.

STAFF ANALYSIS

Traffic volumes at the intersection of Indian School Road & Perryville Road have increased significantly which have caused the current all-way stop to meet traffic signal volume warrants. This project will install a traffic signal and also provide additional pavement for a northbound left turn lane on Perryville Road. 

Perryville Road south of the intersection and Indian School Road west of the intersection are located in Maricopa County.  Perryville Road north of the intersection and Indian School Road east of the intersection are located in Goodyear. The Intergovernmental Agreement, requires Maricopa County and Goodyear to share equally in the costs of the improvements, which is consistent with each jurisdiction controlling 50% of the intersection.
