RECOMMENDATION
Approve a 90-day extension of the approval of the Final Plat for Arroyo Ranch approved on May 22, 2023, subject to compliance with Stipulations. (Marty Crossland, Deputy Director of Development Engineering)
FISCAL IMPACT
Although a fiscal impact analysis has not been conducted on this specific project, all new development will have an ongoing fiscal impact on the City. The development is responsible for construction of all infrastructure necessary to serve the site and will generate one-time revenue for the City through payment of permits, construction sales tax and development impact fees. Longer term fiscal impacts include increased demands for municipal services, the costs of which may or may not be offset by increased property values/tax levies, city sales tax, state shared revenues and the increased demand for commercial and retail development. Any areas that will be maintained by the city are constructed by the developer and then conveyed to the city two years after construction.
BACKGROUND AND PREVIOUS ACTIONS
The property is currently zoned PAD under the Arroyo Ranch Final Planned Area Development (PAD), which was approved by City Council on December 15, 2014 by Ordinance No. 2014-1316. On March 28, 2016, City council approved a preliminary plat for all of the property rezoned by Ordinance No. 2014-1316, including the Platted Property. The Final Plat for Arroyo Ranch was approved by City Council on May 22, 2023. Under the Goodyear City Code, the approval of a final plat expires if the final plat is not recorded within 90-days of the date the final plat was approved unless an extension is obtained.
On August 18, 2023, prior to the expiration of the final plat on August 20, 2023, the expiration date of the final plat was administratively extended for 90 days (until November 18, 2023) pursuant to section 15-2-5(I)(1) upon a determination that the requirements set forth in section 15-2-5(I)(1) had been satisfied.

STAFF ANALYSIS
Although the plans needed for the recordation of the final plat and issuance of permits have been completed, the plat has not been recorded because the ownership group is reassessing the timing and feasibility of the project. The owner is seeking a second 90-day extension to allow the ownership to complete its assessment. Under the terms of section 15-2-5(I)(1) of the Goodyear City Code, Council may grant a second 90-day extension. Because there have been no changes to the Subdivision Regulations or the Engineering Design Standards since the May 23rd approval, staff supports approval of the requested 90-day extension.
