RECOMMENDATION
ADOPT RESOLUTION NO. 2023-2371 ADOPTING THE 2023 GOODYEAR TRANSPORTATION MASTER PLAN . (Chris Bridges, Deputy Director of Engineering - Transportation)
FISCAL IMPACT
There is no immediate fiscal impact to adopt the 2023 Goodyear Transportation Master Plan (TMP), however, the TMP will be the guide on the City’s future investments in transportation infrastructure.
BACKGROUND AND PREVIOUS ACTIONS
On July 14, 2014 (COAC 14-5298), the Goodyear City Council adopted the 2014 Transportation Master Plan by Resolution No. 14-1640.
In June 2022, as part of the budget process, City Council approved CIP projects for fiscal year 2023, which included funding for the TMP.
On July 18, 2022, City Council approved expenditure of $530,000 for the TMP.
On July 27, 2022, a Notice to Proceed was issued to HDR Engineering, Inc. (HDR) to begin working on the TMP. Michael LaBianca, a Project Manager with HDR, is not only the current Project Manager/Consultant, but also was the original consultant to prepare the 2014 Transportation Master Plan for the city of Goodyear.
Beginning in August 2022, the TMP Project Team began public engagement through specific outreach, focused meetings, and in-person engagement including:
On June 25, 2023, staff presented an update of the TMP to Council at a Work Session. The project team presentation included an update on the activities and information that had been collected and evaluated, including public feedback. Staff also provided a synopsis of what to expect as the completion of the TMP would be in December 2023.
On November 13, 2023, the Goodyear City Council approved the Goodyear General Plan 2035 by Resolution No. 2023-2362, including transportation system goals incorporating a multimodal transportation system, a well-functioning transportation system, and interagency transportation planning collaboration as required by A.R.S. §9-461.05.
On December 11, 2023, City staff and HDR presented the TMP to City Council at a Work Session and provided a recommendation of roadway, transit, and active transportation priorities. During the Work Session, Council expressed that safety is important (including bicycle safety, red light running, and speeding), as well as dedication of transportation funding and expansion of the WeRIDE service.

- Including local businesses and large developers such as Harvard Investment, Amazon, Abrazo, Commercial Property Managers, HOA’s, etc.
- Online Public Surveys – 2 surveys
- Project Webpage with Goodyear Story Map engagement
- Social Media posts (multiple platforms) – 10 posts
- InFocus Ads – 2 issues
- General Plan public Meetings – 3 meetings
- General Plan Committee – 2 meetings
- Parks and Recreation Plan Public Meetings – 3 meetings

- Draft of TMP made available for Public Review in December 2023.

STAFF ANALYSIS
The Goodyear City Council identified the need to take a proactive approach towards the development of the City’s transportation network. As a result, the TMP includes planning the City's overall transportation network for the next 20 years, reviews the development of previous projects from the 2014 Transportation Master Plan, evaluates current capital improvement projects, identifies needs for the City's transportation network, evaluates the efficiency and safety of the City's transportation network, integrates the most recent multimodal planning efforts, and coordinates the TMP with the Goodyear Parks and Recreation Master Plan and General Plan 2035.
The goal of the TMP is to put an emphasis on the safe and efficient movement of people, goods, and services in a proactive and fiscally responsible manner.
The deliverables for the TMP include the following:
City staff recommends approving the Transportation Master Plan (TMP) for final adoption and will begin to implement the TMP through the CIP process. One of the key recommendations in the TMP is to pursue funding through the United States Department of Transportation (USDOT) to create a citywide Safety Action Plan focusing on the four E's (evaluation, enforcement, engineering, and education) to identify the most critical safety needs with recommended solutions under each of the four 'E' categories. The SS4A grant cycle opens in February 2024. Based on the Work Session conversation, City staff will also be researching opportunities related to dedicated funding sources for transportation and what other jurisdictions do as well and communicating that with CMO and Council in the future. Lastly, City staff is advancing an opportunity to do an independent analysis of our Traffic Management Center (TMC) and entire transportation network in January to identify opportunities for improvement related to the TMC and Intelligent Transportation System (ITS) operations using nationwide key performance indicators. City staff will update the Council on this effort at the Council Retreat on January 11, 2024.
