SUMMARY
This agreement provides a partnership between the City of Goodyear and participating jurisdictions. In emergency services, mutual aid is a formal agreement among emergency responders to lend and receive assistance across jurisdictional boundaries when required.

RECOMMENDATION
ADOPT RESOLUTION NO. 2023-2373 APPROVING THE ARIZONA MUTUAL AID COMPACT AGREEMENT FOR PARTICIPATION IN THE ARIZONA DEPARTMENT OF EMERGENCY MANAGEMENT MUTUAL AID COMPACT, PROVIDING FOR EXECUTION AND EFFECTIVE DATE . (Brian Woodard, Emergency Manager)

BACKGROUND AND PREVIOUS ACTIONS
The Arizona Emergency Management Master Mutual Aid Agreement was signed on March 16, 2004 between the state of Arizona and 15 counties. The purpose of the agreement is to clarify the terms and procedures for executing mutual aid in times of natural and manmade disasters. This mutual aid agreement has been implemented on numerous occasions in the years since its inception. Council approved subsequent agreements on August 27, 2012 and an Amended and Restated Agreement on August 24, 2015. Currently, there are 15 counties, six tribes, 47 cities/towns, and 26 other jurisdiction signatories participating in the AZMAC.
STAFF ANALYSIS
The City’s participation in the Arizona Statewide Mutual Aid Compact provides a means to supplement City of Goodyear resources in the event the impacts of an emergency or disaster overwhelm the capabilities of the city.
The purpose of this Compact is to define for the participating parties the emergency management terms and procedures which will be used among participating parties for dispatching mutual aid assistance to any affected area in accordance with local ordinances, resolutions, emergency plans or agreements. Contracting authority for political subdivisions of Arizona for this Compact is based upon A.R.S. §26—308 which provides that each county and incorporated city and town of the state may appropriate and expend funds, make contracts and obtain and distribute equipment, materials and supplies for emergency management purposes.
This agreement improves the resiliency of Goodyear by ensuring the city can request assistance from participating jurisdictions to respond to and recover from an emergency or disaster incident.
