Summary
The purpose of the Study Session is to present an update for the Transportation Master Plan (TMP). The Project Team will present an update on the activities and information that has been collected and evaluated to date, including public feedback. The team will also provide a synopsis of the steps forward and what to expect as we approach the completion of the final plan by December 2023. (Christopher Bridges, Transportation Planning Manager)
FISCAL IMPACT
The fiscal impact for this specific agenda item to the City of Goodyear is zero. However, the final TMP will have tremendous influence on future financial decisions of the City by strategically guiding the planning and programming of critical transportation investments in both the short- and long-term future.
BACKGROUND AND PREVIOUS ACTIONS
The City of Goodyear previously entered into a contract with the consulting firm HDR Engineering, Inc. for the TMP, and the project officially launched in August of 2022 after the need was identified to take a more proactive approach towards the development of the City’s overall transportation network. As a result, the City of Goodyear TMP will cover a 20-year planning horizon, review the development of previous projects from the 2014 TMP, evaluate currently programmed capital improvement projects, identify gaps and needs for the entire transportation system, evaluate the efficiency and safety of the transportation network, integrate the most recent or ongoing multimodal planning efforts, and includes coordination with the Goodyear Parks and Recreation Master Plan and General Plan update. The overarching goal of the TMP is to position the City for success and to put an emphasis on the safe and efficient movement of people, goods, and services in a proactive and fiscally responsible manner.

- Creating Prioritized Project Recommended Investment Choices
STAFF ANALYSIS
The Transportation Master Plan project schedule, with completion in December of 2023, includes data collection, analysis, public outreach, as well as updating the City Council. This Work Session item is an opportunity for Council to review information the project team has collected and analyzed to date in advance of the next Public Outreach Survey. This is an opportunity for Council to ask questions and provide feedback on the information provided in this presentation and the direction of the TMP thus far. This is a critical step in advance of the upcoming public survey for Council to see and understand what the data, public input, and stakeholder engagement has provided through the process to date. Following the Work Session, the TMP project team will disseminate a public survey that will ask for input on the information being presented at the Work Session. The next survey is an important piece of information and feedback that will be the foundational building blocks of the draft TMP scheduled for review in September/October. Once the draft plan is completed, it will then be available for review and comment with any additional modifications made prior to the final draft plan being submitted to Council for consideration of adoption by December 2023.
