Summary
Staff and Consultant will present the Goodyear Transportation Master Plan (TMP) update and provide a recommendation of Roadway, Transit, and Active Transportation priorities. (Chris Bridges, Deputy Director of Engineering-Transportation)
FISCAL IMPACT
The fiscal impact for this specific agenda item to the city of Goodyear is zero. However, the final TMP will have a tremendous influence on the future financial impacts to the City by strategically guiding the planning and programming of critical transportation investments in both the short- and long-term future.
BACKGROUND AND PREVIOUS ACTIONS
July 2014 - 2014 Goodyear Transportation Master Plan adopted.
July 2022 - Council approved consultant services funding for the Goodyear Transportation Master Plan.
August 2022 - City staff initiated the 2023 Goodyear Transportation Master Plan update project.
June 2023 - City staff presented an update to Council on the 2023 Goodyear Transportation Master Plan, including the public outreach efforts and feedback.
July 2022 - Council approved consultant services funding for the Goodyear Transportation Master Plan.
August 2022 - City staff initiated the 2023 Goodyear Transportation Master Plan update project.
June 2023 - City staff presented an update to Council on the 2023 Goodyear Transportation Master Plan, including the public outreach efforts and feedback.
STAFF ANALYSIS
The Goodyear City Council and Management identified the need to take a more proactive approach towards the development of the City’s overall transportation network. As a result, the Goodyear Transportation Master Plan (TMP) will cover a 20-year planning horizon, review the development of previous projects from the 2014 TMP, evaluate currently programmed capital improvement projects, identify gaps and needs for the entire transportation system, evaluate the efficiency and safety of the transportation network, integrate the most recent or ongoing multimodal planning efforts, and includes coordination with the Goodyear Parks and Recreation Master Plan and General Plan update. The overarching goal of the TMP is to position the City for success and to put an emphasis on the safe and efficient movement of people, goods, and services in a proactive and fiscally responsible manner.
The primary deliverables and focus areas for the TMP generally include the following:
· Conducting a Full Multimodal Transportation Assessment
· Analyzing a Traffic Demand Forecast Model
· Evaluating Current Socioeconomic and Transportation Network Conditions
· Public Involvement
· Stakeholder and Regional Partner Engagement
· Prioritizing Current and Future Transportation Network Needs
· Identifying Potential Funding Opportunities
· Creating Prioritized Project Recommended Investment Choices
The TMP project schedule, with completion in December of 2023, includes data collection, analysis, public outreach, as well as updating the City Council. This Work Session item is an opportunity for Council to review and discuss the final draft document with staff and the consultant team. This is a critical step in advance of the Council considering final approval scheduled for December 18, 2023.
