SUMMARY

The Council will consider adopting by resolution the FY2024 Edward Byrne Justice Assistance Grant Program Award.

RECOMMENDATION

APPROVE RESOLUTION NO. 2024-2382 AUTHORIZING THE APPLICATION FOR THE FY24 EDWARD BYRNE GRANT FUNDS TO THE DEPARTMENT OF JUSTICE, AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS RELATING TO SAID APPLICATIONS, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT (IF GRANT FUNDS ARE AWARDED), AND AUTHORIZING THE CITY MANAGER TO APPROVE THE REQUIRED BUDGET TRANSFER (IF GRANT FUNDS ARE AWARDED). FISCAL IMPACT

The Department of Justice fully funds the $16,220.00 allocated by the Edward Byrne Memorial Grant.  There is no impact to the police department’s base budget.

BACKGROUND AND PREVIOUS ACTIONS

In August 2023, the police department applied for the Edward Byrne Justice Assistance Grant to assist with training officers to understand the dynamics of human conflict.  The department followed the city’s grant policy to submit the grant and receive approval.   During the legal review of the grant acceptance documentation, it was observed that the grant needed to be presented to the public as part of the application process.  After speaking with the DOJ grant program manager, presentation to the public can be done after the application process and signatures can be obtained.

STAFF ANALYSIS

The grant will enhance the department’s training program by working with an outside agency to work with officers to understand the risks of unmanaged conflict and to recognize the need to pay attention to what is happening, anticipate outcomes, pre-plan responses and adjust as needed.  The grant administrator for the department will examine the certification requirements for each grant with closer scrutiny to ensure that all requirements of the grant are met.
