SUMMARY
Construction of a permanent fence to secure the parking area of the Traffic Management Center (TMC) with card accessible gates on the east and west end.

RECOMMENDATION
Approve the Declaration of Wall and Reciprocal Easement Agreement with the adjacent owners (Thompson & Watten Investments, LLC) to the north of the Traffic Management Center. (Kimberly Romero, Real Estate Coordinator)
FISCAL IMPACT
The City will construct gates at both entrances to the Traffic Management Center and walls on the north and south property lines. The initial cost of $70,000 to construct the walls and gates is the sole responsibility of the City in Fiscal Year 2024 and is included as a part of project 42050 - Traffic Management Center Parking Lot Improvements. The continued maintenance of the wall on the north property line will be shared, in perpetuity by the City and the property owner to the north of the Traffic Management Center at 986 S. Litchfield Road, Goodyear, AZ 85338 (currently Thompson & Warren Investments LLC).
BACKGROUND AND PREVIOUS ACTIONS
Currently, the Traffic Management Center is not secured by any type of fencing. Due to the absence of fencing and the increase in foot traffic in the area over the years, it was determined that fencing is necessary for the safety of the staff and security of the vehicles and the Traffic Center building.
STAFF ANALYSIS
The Declaration of Wall and Reciprocal Easement Agreement is being done in conjunction with the capital improvement project 42050 - Traffic Management Center Parking Lot Improvements. The capital improvement project scope entails the construction of a permanent cement block wall and access gates around the current Traffic Management Center. Placement of walls along a shared property line is standard practice and the current design has the northernmost wall being placed on the north property line. This location will minimize construction impact and accommodate stormwater retention requirements.
