SUMMARY

A request to authorize an expenditure of design funds up to $5,500,000 for Capital Improvement Program (CIP) Project #42026 – Estrella Parkway – Vineyard Avenue to MC85 (Estrella Bridge).

FISCAL IMPACT

CIP Project #42026 – Estrella Parkway – Vineyard Avenue to MC85 (Estrella Bridge) is currently programmed in the FY2024-FY2028 CIP with a total project budget of $95,337,000 and an estimated completion date of June 2028.

BACKGROUND AND PREVIOUS ACTIONS

On September 26, 2022 (AI-1100), Council approved the expenditure of up to $3,700,000 for design services.

On February 27, 2023 (AI-1309), Council approved the expenditure of up to $562,600 for preconstruction services.

STAFF ANALYSIS

CIP Project #42026 – Estrella Parkway – Vineyard Avenue to MC85 (Estrella Bridge) is described to provide final design services for improving Estrella Parkway including two bridge structures from Vineyard Avenue to MC85. The design and preconstruction services began in September 2022. In March of 2023, the draft Transportation Master Plan identified possible changes to the final roadway and bridge design.

This Council Action Request is to seek approval of expenditures for the design of Estrella Parkway – Vineyard Avenue to MC85 (Estrella Bridge). The staff determined the change from a 4-lane to a 6-lane major arterial roadway section, including modifications to two existing bridge structures and designing two new bridge structures would be in the best interests of the City.

Staff is recommending this increase of spending authority to execute the Contract Change Order to complete the design and preconstruction services.
