SUMMARY
The Arizona Department of Administration (ADOA) has established a new reimbursement program for cities to offset the costs of 911 services. The Police Department is seeking funding to implement the migration of existing 911 phone services from MR911 to the AT&T contract for equipment, service, and Next Generation 911 data networking.

RECOMMENDATION
Approve the City of Goodyear migration of 9-1-1 phone services to the AT&T contract for equipment, service, and NG911 data networking and authorize associated budget amendments. (Art Miller, Interim Police Chief)
FISCAL IMPACT
Initial one-time costs will be $376,753, with ongoing costs of $240,429 per year for the remainder of the five-year contract. The Arizona Department of Administration (ADOA) will be reimbursing agencies through a grant process for both one time and reoccurring costs from ADOA, resulting in a zero net impact to the city. This item will authorize a budget amendment for the one-time costs in the amount of $373,800 that is offset with grant revenue. The ongoing costs are included in the current budget and will be modified in future year budgets as appropriate.
BACKGROUND AND PREVIOUS ACTIONS
The City of Goodyear telecommunications center has been using the Maricopa Region 911 (MR911) system for emergency services communication. Goodyear, along with other agencies in the valley, are currently contracted with MR911 through the Maricopa Region contracting agent, the City of Phoenix. Over the past several years, valley telecommunications managers began to question the effectiveness and technology used by the MR911 system. As technology was rapidly progressing, MR911 was not upgrading or enhancing their services. Due to the concerns expressed, the Maricopa Association of Governments (MAG) initiated a 911 Study Committee to evaluate the future of 911 services in the Maricopa Region. The Study Committee contracted with the company Federal Engineering to assess the regional 911 system. In June 2023, Federal Engineering submitted the final findings report to the MAG 911 Study Committee, outlining options for 911 services. The MAG 911 committee chose to migrate the valley telecommunications centers from MR911 to the State Emergency Services Internet Protocol network (ESINet) through a contract with AT&T, approving this move on January 31, 2024. This vote officially ends the services of MR911.
MR911 was previously funded directly through the Arizona Department of Administration (ADOA), with the MAG committee process being utilized to make recommendations through the Regional Council for equipment and funding decisions. With the transition to ESINet, the state is now implementing a reimbursement model for funding state 911 services. The city is required to pay AT&T directly and submit a request for reimbursement through the ADOA grant process. The grant will be managed through the ADOA grant portal (eCivis) with monthly reporting requirements and reimbursement requests. The grant process will be renewed annually.

STAFF ANALYSIS
With the MAG 911 committee migration of 911 services to the AT&T contracted services, the MR911 services will cease on June 30, 2024. The move to the AT&T contract is not only beneficial, it is necessary to continue 911 services. The AT&T contract complies with all federal standards and provides the needed technologies to provide continuous emergency services, enhanced technology, and greater redundancy.
