SUMMARY
A request to authorize a budget amendment of $4,500,000 and contract for the expenditure of construction funds up to $10,883,703 for Capital Improvement Program (CIP) Project #42027 – Estrella Parkway/PebbleCreek Parkway and I-10 Interchange.

RECOMMENDATION
Authorize the budget amendment of $4,500,000 and contract for the expenditure of construction funds up to $10,883,703 for Capital Improvement Program (CIP) Project #42027 – Estrella Parkway/PebbleCreek Parkway and I-10 Interchange. (Logan Hopp, Senior Project Manager)
FISCAL IMPACT
CIP Project #42027 – Estrella Parkway/PebbleCreek Parkway and I-10 Interchange is currently programmed in the FY2024-FY2028 CIP with a budget of $7,918,200 for construction. The $4,500,000 budget amendment is being funded through CIP General Fund providing a new total project budget of $12,418,200 with an estimated completion date of December 2025.
BACKGROUND AND PREVIOUS ACTIONS
Per City of Goodyear Resolution 08-1255, all expenditures of budgeted funds in excess of $500,000 must obtain Council approval.
On June 12, 2023 (AI-1537), Council approved CIP #42027 - Estrella Parkway/PebbleCreek & I10 Interchange in the adoption of Resolution No. 2023-2318 Determining and Adopting the Final Estimates of Proposed Revenues and Expenditures for the City of Goodyear for FY2024.
On January 29, 2024 (AI-1872), Council adopted Resolution No. 2024-2384 approving an intergovernmental agreement (IGA) with the State of Arizona acting by and through the Arizona Department of Transportation. The IGA identified ADOT's requirements for allowing the City to undertake the project within ADOT's right-of-way, identified the responsibilities and improvements, and the terms of acceptance for ADOT to abandon and transfer of ownership of a portion of its right-of way to the City where the City will assume full responsibility for the operation and maintenance of the abandoned right-of-way.
On March 14, 2024, Goodyear posted a solicitation for Information for Bid (IFB) for CIP Project #42027 - Estrella Parkway/PebbleCreek & I10 Interchange.
On April 12, 2024, the IFB closed with two qualified bids. The lowest responsive and responsible bid is from Archer Western at $10,883,703.

STAFF ANALYSIS
The city desires to improve a portion of Estrella/PebbleCreek Parkway currently under the Interstate 10 overpass by widening the roadway and increasing the number of travel lanes in each direction. The project will provide dual left turn lanes and three thru lanes for northbound and southbound Estrella/PebbleCreek Parkway.
CIP Project #42027 – Estrella Parkway/PebbleCreek & I10 Interchange will provide final construction services to include sidewalks, curb and gutter, pedestrian access ramps, street surfaces, shoulders, median, landscaping, traffic signals and underdeck lighting.
The request for a budget amendment is a result of the cost of the project being higher than originally estimated, mostly due to the escalation of construction costs over the past several years, the construction schedule, and the use of night work. Staff are aware this location is a high traffic area and are focusing on minimizing, to the extent possible, the impact to the driving public while balancing an aggressive schedule to complete construction as quickly as possible. To support this aggressive schedule and to accommodate moratoriums required by the City and ADOT, night construction is necessary.
The total project budget of $12,418,200 consists of:
