SUBJECT: AUTHORIZATION OF CONTRACT FOR EXPENDITURE OF CONSTRUCTION FUNDS FOR APPROVED CIP PROJECT #42050 – TRAFFIC MANAGEMENT CENTER PARKING LOT IMPROVEMENTS

SUMMARY

A request to authorize a contract for expenditure of construction funds up to $768,700 for Capital Improvement Program (CIP) Project #42050 – Traffic Management Center Parking Lot Improvements.

Authorize the contract for expenditure of construction funds up to $768,700 for Capital Improvement Program (CIP) Project #42050 – Traffic Management Center Parking Lot Improvements. (David Jossund, Sr. Project Manager)

FISCAL IMPACT

CIP Project #42050 – Traffic Management Center Parking Lot Improvements is currently programmed in the FY2024-FY2028 CIP with a total project budget of $816,100 with an estimated completion date of September 2024.

BACKGROUND AND PREVIOUS ACTIONS

Per City of Goodyear Resolution 08-1255, all expenditures of budgeted funds in excess of $500,000 must obtain Council approval.

On June 6, 2022 (AI-806), Council approved CIP #42050 Traffic Management Center Parking Lot Improvements in the adoption of Resolution No. 2022-2253 Determining and Adopting the Final Estimates of Proposed Revenues and Expenditures for the City of Goodyear for FY2023.

On June 12, 2023 (AI-1537), Council approved the carryover of CIP #42050 Goodyear Municipal Complex Tenant Improvements in the adoption of Resolution No. 2023-2318 Determining and Adopting the Final Estimates of Proposed Revenues and Expenditures for the City of Goodyear for FY2024.

On January 29, 2024 (AI-1874), Council approved the Declaration of Wall and Reciprocal Easement Agreement with the adjacent owners (Thompson & Watten Investments, LLC) to the north of the Traffic Management Center. 

On April 15, 2024 (AI-1973), Council approved budget amendments and related expenditure authority, that included a budget amendment for CIP Project #42050.


Goodyear selected Brycon from a cooperative Job Order Contract (JOC) list to complete construction activities for CIP Project #42050 – Traffic Management Center Parking Lot Improvements with a contract not to exceed $768,700.

STAFF ANALYSIS

CIP Project #42050 – Traffic Management Center Parking Lot Improvements will provide final construction services for improvements to the Traffic Management Center (TMC) parking lot. After the relocation of the Goodyear Clinic from the Traffic Management Center (TMC) site in 2023, the building and parking lot are no longer open to the public. This project will improve the TMC parking lot to provide an on-site, secure space for parking Engineering Department service vehicles, storage of traffic signal equipment and maintenance supplies. Currently, the Engineering vehicles and maintenance materials are stored at 200 S Calle De Pueblo.

The proposed improvements include existing parking lot asphalt repairs, new striping, concrete curb and gutters, an 8’ high site perimeter wall, two automated gates, improved site stormwater retention, a sidewalk along Camino Oro Drive, and ancillary landscape and irrigation.


This Council Action Request is to obtain approval of the contract for the expenditure on the construction of CIP Project #42050 – Traffic Management Center Parking Lot Improvements.
