SUBJECT: APPROVE CONTRACT AGREEMENT BETWEEN FLYING BUCKET, LLC AND GOODYEAR FIRE DEPARTMENT FOR FIRE AND EMERGENCY MEDICAL SERVICES

SUMMARY

Approve the contract between Flying Bucket, LLC and the Goodyear Fire Department for fire and emergency medical services.

RECOMMENDATION

Approve contract agreement between Flying Bucket, LLC and Goodyear Fire Department for fire and emergency medical services for an area located south of Fire Station 187. (Paul Luizzi, Fire Chief)

FISCAL IMPACT

An annual fee of three thousand two hundred ninety-two dollars ($3,292) will be received for the cost of four emergency service responses. Based upon the analysis of Brush 187's response history, the four-call payment is more than adequate to cover anticipated activity in the area. Should the annual response in any given contract year exceed the compensated amount, the change in call volume shall be addressed with the subscriber prior to the renewal of the agreement.  The City reserves the right to review and modify this annual fee prior to renewing this contract. 

BACKGROUND AND PREVIOUS ACTIONS

The city of Goodyear was approached by Flying Bucket, LLC, a defense contractor that operates a facility within 5.35 miles of Fire Station 187, asking for a "will respond" declaration for 911 emergencies at their facility. 

STAFF ANALYSIS

As the primary fire and emergency medical service provider in the southern area of Goodyear (Mobile), we are the closest provider to the facility. The area is not currently served by any fire service provider, public or private. Based upon overall call volume for Fire Station 187, the addition of this facility would not create a call volume burden. 

Flying Bucket, LLC has agreed to offset the cost of our personnel and equipment in advance for four calls per annum.  The cost of response to the facility was developed by utilizing the current Cooperative Fire Rate Agreement with the Arizona Department of Forestry and Fire Management. 

Brush 187 has the ability to deliver advanced life support paramedic care and limited fire suppression capability. Structural fire response will require a response from our automatic aid response partners, similar to other calls of comparable nature in the southern part of Goodyear. The City of Maricopa Fire Department has agreed to respond into the Flying Bucket, LLC facility in the event of an escalating, multi-unit incident or if BR187 is committed to another system response.
