SUMMARY

A request to authorize the expenditure of construction funds up to $12,245,000 for Capital Improvement Program (CIP) Project #60034 – Brine Disposal Improvement Pipeline Project.

FISCAL IMPACT

CIP Project #60034 – Brine Disposal Improvement Pipeline Project is currently programmed in the fiscal year FY2025 CIP with a budget of $14,180,800 with an estimated completion date of December 2025.

BACKGROUND AND PREVIOUS ACTIONS

Per City of Goodyear Resolution 08-1255, all expenditures of budgeted funds in excess of $500,000 must obtain Council approval.

On April 25, 2022 (AI-602), Council approved CIP #60034 – Brine Disposal Improvement Pipeline Project in the adoption of the FY2023 City of Goodyear City Manager’s Recommended Budget.

On July 18, 2022, (AI-988) a multi-party agreement with the City of Goodyear (City), Palo Verde Nuclear Power Station (PVNPS), and the City of Buckeye (Buckeye) was approved by Council. This agreement includes the acceptance of the City’s brackish water into the PVNPS’ water reclamation supply system. The fulfillment of this agreement will have positive impacts on the efficiency, capacity, and overall rating of the Goodyear Water Reclamation Facility.

On December 12, 2022 (AI-1224), Council approved the expenditure of design funds for CIP Project #60034 – Brine Disposal Improvement Pipeline Project.

Public Opportunities Awarded:
On July 24, 2024, Goodyear posted an Invitation for Bid (IFB) solicitation for CIP Project #60034 – Brine Disposal Improvement Pipeline Project.

On August 27, 2024, the IFB closed with 7 qualified bids. Bid tabulations have been finalized and a Notice of Intent to Award has been posted awaiting the 10-day protest period and this action for expenditure authorization prior to issuing a contract.

STAFF ANALYSIS

CIP Project #60034 – Brine Disposal Improvement Pipeline Project will provide final construction services. In general, the proposed improvements include the construction of pipelines to convey water treatment byproduct (brine) from city water treatment facilities to the PVNPS. The water treatment facilities at the Bullard Water Campus and Site 12 produce a concentrated brine byproduct as part of the treatment process. At peak production, the Bullard Water Campus generates 1 million gallons per day (MGD) and Site 12 generates 0.6 MGD. The current brine management process sends 1.6 MGD of brackish water/brine to the Goodyear Water Reclamation Facility for treatment.

This Council Action Request is to obtain authorization for the expenditure of funds for the construction of CIP Project #60034 – Brine Disposal Improvement Pipeline Project.
