BACKGROUND AND PREVIOUS ACTIONS

The FY 2025 - 2027 Strategic Plan has set a continuous goal for advancing the City's workplace Culture Journey.  As outlined in the plan, the objective is to "continue to innovate and improve upon current successes."

STAFF ANALYSIS

In 2014, the City began conducting employee satisfaction surveys using POLCO's National Employee Survey instrument.  Surveys were conducted on an every two-year cycle.  Surveys were followed by an action planning process at the Department Director level as well as a collaborative city-wide effort to target four survey data points.

From 2014 to 2018, survey ratings improved incrementally in almost all categories.  In 2019, we launched an initiative called the Intentional Design of Goodyear's Culture, initially focusing on the City's core values, followed by growth and development of our employees.  Significant improvement was noted in our ratings following the implementation of our intentional culture design initiative.  In our 2022 survey, of 99 data points, we were above the benchmark on 98.

As part of our continuous improvement approach, we researched alternative survey instruments that would assist in furthering our workplace culture.  In April of 2023 we launched the Gallup Q12 Survey.  Gallup's assessment of our initial survey results was very positive.  We are excited about the opportunity to further challenge ourselves as we now work to achieve Gallup best practice status.
