BACKGROUND AND PREVIOUS ACTIONS

On May 9, 2016, City Council adopted Resolution No. 16-1758 approving an Intergovernmental Agreement (IGA) with the Flood Control District of Maricopa County (MCFLOOD) to acquire 129 acres of retention basins on the north side of I-10, between Dysart Road and Bullard Road, for recreational purposes. The city officially took ownership of the I-10 Basins on July 27, 2016.

The 2023 Parks and Recreation Master Plan identified the development of a sports complex as a top priority to meet community needs as well as serve as a destination for regional and national activities. As an initial step in this process, the Plan recommended conducting a feasibility study to better understand site constraints, opportunities, and probable costs with such a development. The Sports Complex Feasibility Study was approved as part of the FY24 budget.

STAFF ANALYSIS

J2 Consultants were contracted to conduct a feasibility study to explore the opportunities and challenges of designing and constructing a sports complex within the regional retention basins on the north side of I-10, between Dysart Road and Bullard Road. This sports complex would offer access to high-demand multipurpose fields and pickleball courts. The intent of this study and report was to conduct a comprehensive site analysis of the proposed location and explore programming opportunities, as well as physical site constraints and mitigation measures to produce a preferred conceptual design showcasing the feasibility of the Goodyear Sports Complex project.
