SUMMARY
Agent Jeffrey Thomas Inglin has submitted an application for a Permanent Extension of Premises/Patio Permit to add the existing patio at Sip At The Ranch, located at 17650 W Elliott Rd. Ste A-105, Goodyear, AZ 85338. The applicant is requesting that a recommendation of approval be forwarded to the Arizona Department of Liquor Licenses and Control (DLLC) for issuance of a permanent extension of premise/patio permit.

RECOMMENDATION
Recommend approval of the Permanent Extension of Premises/Patio Permit application to the Arizona Department of Liquor Licenses and Control (DLLC) for Sip At The Ranch located at 17650 W Elliott Rd. Ste A-105, Goodyear, AZ 85338. (Jasmine Pernicano, Acting City Clerk)
FISCAL IMPACT
Per the Goodyear Municipal User Fee Schedule, a liquor license fee is only charged for new liquor licenses and annual renewals. An extension of premise/patio permit application pertains to current liquor licenses; therefore, no fee is charged. This business will continue to contribute to the tax base of the community.
BACKGROUND AND PREVIOUS ACTIONS
The DLLC issued a Series 7 (Beer & Wine Bar) liquor license #07070477 to Sip At The Ranch on February 28, 2024 and opened on June 14, 2024.
The City Clerk's office received the application from the Agent on February 12, 2025. The applicant proposes to extend out to the existing patio in front of the premise that is covered by the license to create a permanent dining space.
The application was routed for approval to the Police Department and Fire Department, and the departments had no comments. The Development Services Department (Code Compliance, Planning & Zoning and Building Safety), reviewed and approved the outdoor dining in accordance with building code standards on March 7, 2025. The Permanent Extension of Premises/Patio Permit application is included as Attachment A titled DLLC Permanent Extension of Premises/Patio Permit.

STAFF ANALYSIS
A liquor licensee is required to submit a formal request when they wish to change the physical arrangement of the licensed premises from the diagram on record at the DLLC.
An application for an extension of premises/patio permit must be submitted to the local governing board for approval before submitting to the DLLC. After local approval, the DLLC has 45 days to process the permanent change of premises.
There are no licensed childcare facilities or K-12 schools within 300 feet of the location to comply with Arizona Revised Statutes §4-207. For evaluation purposes, a One-Mile Report and Evaluation Map is included as Attachment B, showing all liquor licenses, and one K-12 school within a one-mile radius.
City Council's recommendation of "Approval", "Disapproval" or "No Recommendation" will be forwarded to the DLLC for consideration during their licensing review process.
