SUBJECT: AGREEMENT WITH SALT RIVER VALLEY WATER USERS' ASSOCIATION FOR WATER EXCHANGE BETWEEN CITY OF GOODYEAR AND CITY OF GLENDALE

SUMMARY

This request is for Council approval of the Water Exchange Agreement with the Salt River Valley Water Users' Association to provide for the transfer and delivery of certain Glendale water supplies to Goodyear through SRP canals to enhance water resources management for both municipalities.

RECOMMENDATION

Approve the Water Exchange Agreement between the city of Glendale, the city of Goodyear, and the Salt River Valley Water Users' Association and authorize the City Manager or designee and providing authorization and direction to take action and execute documents necessary to carry out the intent of the agreement. FISCAL IMPACT

There are no costs associated with this item as this agreement merely facilitates the exchange of water pursuant to prior agreements approved by Council. The costs of those agreements have been included in the fiscal year 2026 budget within the water fund.

BACKGROUND AND PREVIOUS ACTIONS

On August 26, 2024, Council approved an Intergovernmental Agreement between the city of Goodyear and the city of Glendale (the “IGA”) and the execution of an Exchange Implementation Agreement between the Central Arizona Water Conservation District, the city of Goodyear and the city of Glendale (“the CAP Implementation Agreement”).  The IGA provided for the exchange of Goodyear’s Central Arizona Project (CAP) system supplies for Glendale's Salt River Project (SRP) system supplies in equal amounts. The Implementation Agreement is an agreement with CAP that authorizes the exchange. Under the terms of the IGA, Glendale is to receive Goodyear's CAP water at its Pyramid Peak Water Treatment Facility. In exchange, Goodyear would receive water from Glendale's SRP system supplies, which could include New Conservation Space (NCS) water, and Flood Control Space (FCS) water. The exchanged water would be delivered through the SRP canal system to the intake of Goodyear's Surface Water Treatment Facility at 4980 S. 157th Ave.  
 
SRP is willing to facilitate the desired exchange by making Glendale's SRP system supplies available for exchange and facilitating the transport and transfer of Glendale Water to Goodyear through SRP’s canal system. 

STAFF ANALYSIS

The SRP-Glendale-Goodyear Water Exchange Agreement, included as Attachment A, with the Salt River Valley Water Users' Association, is intended to facilitate the exchange of water between Goodyear and Glendale as authorized by the previously executed IGA and CAP Implementation Agreement. SRP is requiring each municipality to have a standing agreement with SRP that addresses the exchange of water. 

The water exchange represents a proactive water management initiative that helps address immediate water supply concerns while establishing a framework for long-term water resource reliability and resilience in both communities. 

The volume and quantity of water received by Goodyear should not be impacted as the water would follow the same delivery path currently being used to supply Goodyear's Surface Water Treatment Plant.
