RECOMMENDATION
ADOPT RESOLUTION NO. 2025-2495 ADOPTING THE CITY OF GOODYEAR FY2026-2029 STRATEGIC PLAN. (Jenna Goad, Strategic Planning & Organizational Performance Manager)
FISCAL IMPACT
There is no direct budget impact from this planning item. Future expenditure requests associated with projects proposed in the plan will be discussed during the annual budget development process.
BACKGROUND AND PREVIOUS ACTIONS
Council adopted the FY2025-2028 Strategic Plan in November 2024. The plan outlines the city’s focus areas, guiding principles, and specific goals established by the Council which guide and prioritize staff’s efforts during the years of the plan.
In preparation for the annual update of the strategic plan, Council provided feedback on priorities through a survey in August 2025. The leadership team took that feedback and developed a draft of the proposed plan update which was presented to Council at the retreat on October 21, 2025. Council provided consensus on the proposed draft at the work session, with a few changes that have been incorporated into this final version.

STAFF ANALYSIS
The City of Goodyear FY2026-2029 Strategic Plan represents substantial coordinated effort on the part of City Council and leadership team to develop a plan that represents City Council’s goals and priorities. Staff will provide quarterly updates on the status of the action items. In recognition that priorities change, the plan will be reviewed annually at the City Council Retreat to consider, and modify if needed, the action items for upcoming fiscal years based on changing priorities. Staff is recommending to adopt Resolution No. 2025-2495 adopting the City of Goodyear FY2026-2029 Strategic Plan, included as Attachment A.
