SUMMARY
Ryan Anderson, Agent for Safeway #1511, has submitted an application for a Series 9 (Location Transfer with Sampling) liquor license for the location at 14175 W. Indian School Rd., Goodyear, AZ 85395. The applicant is requesting that the city forward a recommendation of approval to the Arizona Department of Liquor Licenses and Control (DLLC) for consideration and issuance of the license.

Recommend approval of Application No. 366307 to the Arizona Department of Liquor Licenses and Control (DLLC) for a Series 9 (Location Transfer with Sampling) liquor license for Safeway #1511 located at 14175 W. Indian School Rd., Goodyear, AZ 85395. (Jasmine Pernicano, City Clerk)
FISCAL IMPACT
In compliance with the Goodyear Municipal User Fee Schedule, the applicant submitted the required $635 administrative application fee.
BACKGROUND AND PREVIOUS ACTIONS
The City Clerk's office received a Series 9 (Location Transfer with Sampling) liquor license application on November 12, 2025, from the Arizona Department of Liquor Licenses and Control (DLLC) for Safeway #1511, represented by Agent Ryan Anderson.
In accordance with A.R.S. §4-201(B), the public hearing notice was posted on November 19, 2025, at the establishment for the required 20-day period. This public posting allows individuals within a one-mile radius to submit written arguments for or against the issuance of the license. No public petitions or protests were received during the posting period. The application underwent internal review by the Police Department and Development Services Department, including Code Compliance, Building and Planning & Zoning, with no objections reported. The application is included as Attachment A - DLLC Local Governing Body Report.

STAFF ANALYSIS
The requested Series 9 (Location Transfer with Sampling) licensees are required to comply with sampling regulations detailed in A.R.S.§4-206.01(J), 1 - 8 and is non-transferable.
State regulations (A.R.S. §4-207) prohibit liquor licenses within 300 feet of licensed childcare facilities or K-12 schools; the proposed location complies with this requirement. A One-Mile Report and Evaluation Map is included as Attachment B, showing existing liquor licenses and six K-12 schools within that radius.
DLLC requires key personnel (owners, agents, managers involved in daily operations) to complete state-approved management training. A licensee acting as a retail agent, authorized to purchase and accept delivery of spirituous liquor by other licensees, must receive a certificate of registration from the Department of Liquor Licenses and Control. A pregnancy warning sign for pregnant women consuming spirituous liquor must be posted within twenty (20) feet of the cash register or at point of display. The applicant confirms the owner and manager have completed the Title 4 Basic & Management training.
